Changes to SAHRIS!

Following comments received on the proposed Revised Schedule of Fees for applications made to the South African Heritage Resources Agency (SAHRA), made in terms of Section 25(2)(l) of the National Heritage Resources Act No. 25 of 1999 (NHRA) and published in the Government Gazette of 22 July 2022, SAHRA hereby publishes the final Revised Schedule of Fees for Applications made to SAHRA. Applications for provision of services submitted to the South African Heritage Resources Authority (SAHRA), in terms of the National Heritage Resources Act, No. 25 of 1999 (NHRA) must be accompanied by a payment of the appropriate fee, taking effect from 1 January 2023

The proposed scope of works is to resolve waterproofing and roofing defects & window sealant and maintenance identified through a conditions assessment carried out by AFMS in 2016. Scope of works identified falls into maintenance terms of work, where defects will be repaired and maintained first and in the case of defects being irreparable like for like replacement of building materials will be followed.

Expanded_Motivation: 

Executive Summary The Department of Public Works (DPW) has obtained funding for a portion of what is being termed as Backlog Maintenance. The DPW through MultiQS as its agent has instructed Arcus Facilities Management Solutions (AFMS) to undertake some of this work. To this end, work instructions have been issued to AFMS for the scope of works related to roof repairs and maintenance at the following buildings. 1. 90 Plein Street 2. Africa House 3. Library Restoration Building 4. National Assembly & Link Building 5. Old Assembly Building including Poorthuis 6. 120 Plein Street 7. Good Hope Building 8. Tuynhuys Building 9. Old Gardeners Cottage 10. 100 Plein Street Purpose of Project By conducting a conditions audit, AFMS identified the need to repair various building components which were not in a maintainable state and as such these works were categorised as Backlog Maintenance work which fell outside the ambit of the FM Contract. The works identified in this charter are in a severe state of degradation and require immediate extensive repairs to bring it to a maintainable state. Project Objectives The project objective is to implement and complete the critical identified work which requires immediate action to return the facilities to normalcy state and stop accelerated deterioration, or to correct a cited safety hazard, especially those conditions that pose a significant risk to health and safety. This would result in: 1. Lower Maintenance Cost 2. Mitigated Consequential Damage 3. Mitigated Safety Concerns 4. Strategic Maintenance Planning 5. Improved End User Experience 6. Improved Building Aesthetics Major Deliverables 1. Completion of scope works identified in accordance with work instructions and BOQ within specified time and commercial constraints. 2. Establishment of enhanced quality control process to mitigate further water damage. 3. Provision of maintenance guarantees of the completed works. Project Extent (Reach) and Scope The project scope of works to be carried out in the Parliament precinct will influence the daily operations of people inhabiting the buildings and to a lesser the business operations. The discomfort and inconvenience associated with this influence will need to be addressed in the planning stage to mitigate any arising issues with access and temporal decanting as may be required. It is therefore of an urgent nature to complete works associated with the Parliament Precinct buildings with in the recess period and other associated out of term periods The current scope of works which are based on AFMS’ 2016 Conditions Report, and further site inspection with specialist contractors including the following: 1. Roofing repair and replacement to various roof covers including fascias, barge boards, down pipes and gutters and further associated items identified upon inspection 2. Waterproofing repair and application, spec to be defined through subject matter expert consultation 3.
