ProposalDescription:

Proposed alterations at Erf 3741,132 Plein Street, Parliament Precinct, Cape Town Metropolitan, Western Cape Drawing No. LA.3 dated 05-2019 prepared by ARM Architects

Expanded_Motivation:

The site has high visual spatial significance with its landmark status as the forecourt to parliament as well as an endpoint to Roeland street. Stal Plein historically acts as the point of interface between parliament and the public. This interface is directly related to its high historic and social significance. Most importantly it is associated with the public protest and the destination of protest marches dating from the 1960s. The area to be altered below Stal Plein i.e. basement is not visible to the public and functions as a utilitarian space. The high visual spatial significance relates to the open public space above ground and not below. The proposed interventions to the basement does not impact negatively on the significance of the heritage resource.
