ProposalDescription:

Application for the proposed closure of the Koster landfill site located on the remaining extent of portion 5 of the farm Kleinfontein 463 JP.

Expanded_Motivation:

The site is approximately 1.26 ha in extent and while it is not formally classified, it is estimated to be GCB-. Moreover, the landfill site is not licenced nor operated in accordance with accepted waste management norms. Koster landfill site is unfenced and has poor access control. Waste is also illegaly dumped next to the access road. Apart from the gravel access road, there is no other infrastructure present. It is estimated that 11 000 tons of waste per annum is disposed of in the Kgetlengriver Local Municipality , while the quantities of waste disposed of at the Koster landfill site is unknown. Waste is disposed of on the surface of the soil and is not compacted or covered on a daily basis. Furthermore, no monitoring of ground water or potential landfill gas takes place. Waste is pushed in a U-shaped stockpile and some coverage has taken place in the past. The areas where waste was covered with topsoil, are now overgrown with pioneer alien species.
