Changes to SAHRIS!

Following comments received on the proposed Revised Schedule of Fees for applications made to the South African Heritage Resources Agency (SAHRA), made in terms of Section 25(2)(l) of the National Heritage Resources Act No. 25 of 1999 (NHRA) and published in the Government Gazette of 22 July 2022, SAHRA hereby publishes the final Revised Schedule of Fees for Applications made to SAHRA. Applications for provision of services submitted to the South African Heritage Resources Authority (SAHRA), in terms of the National Heritage Resources Act, No. 25 of 1999 (NHRA) must be accompanied by a payment of the appropriate fee, taking effect from 1 January 2023

Our company has been appointed by Glencore to affect the relocation of 37 graves (of which 14 are possible graves) located in six different cemeteries situated on Portions 1 and 6 of the farm Steenkoolspruit 18-IS, east of Ogies and south of eMalahleni, Mpumalanga Province. All six the cemeteries are adversely impacted upon by the expansion of coal mining by Xstrata Coal.

Expanded_Motivation: 

The details of these cemeteries and graves are as follows: • AEPC 1 The cemetery is located at S26° 04’ 16.7” E29° 15’ 05.4”. It is enclosed with a rudimentary fence. A total of 17 graves are located here. The next of kin of 8 graves (47.06%) have so far been found and written permissions obtained from these families for the graves to be relocated. Of the identified graves, six are older than 60 years whereas the remaining two identified graves are younger than 60 years. No dates are known from the remaining nine unidentified graves, and by default can be considered older than 60 years. • AEPC 2 The cemetery is located at S26° 04’ 20.8” E29° 14’ 55.1” and comprises a single possible grave comprising a rudimentary stone concentration. This grave is described as a possible grave in that no formal grave markers such as a headstone or surface grave goods were observed. While it is possible that the stone concentration identified here may in fact not be a grave, this cannot presently be stated as fact and as a result this possible grave will be included in this permit application. Once all the permits are received this grave will be excavated. If no evidence for a grave is found (i.e. burial pit, coffin fragments, skeletal matter, grave goods) this possible grave will be indicated in writing as a no grave. Despite an intensive social consultation process (which included site notices, newspaper notices and a number of informal discussions with former residents of the area and identified family representatives) no next of kin for this grave could be identified. With no indication of the age of the possible grave on its dressing, this possible grave will be assumed for the moment to be older than 60 years. • AEPC 3 The cemetery is located at S26° 04’ 09.8” E29° 14’ 57.9” and comprises 12 possible graves. These graves are described as possible graves in that no formal grave markers such as headstones or surface grave goods were observed. While it is possible that the 12 stone concentrations identified here may in fact not be graves, this cannot presently be stated as fact and as a result these possible graves will be included in this permit application. Once all the permits are received these graves will be excavated. If no evidence for graves is found (i.e. burial pit, coffin fragments, skeletal matter, grave goods) these possible graves will be indicated in writing as no graves. Despite an intensive social consultation process (which included site notices, newspaper notices and a number of informal discussions with former residents of the area and identified family representatives) no next of kin for these possible graves could be identified. With no indication of the age of the possible graves on their dressings, these possible graves will for the moment be assumed to be older than 60 years. • AEPC 4 The cemetery is located at S26° 04’ 10.9” E29° 15’ 00.3” and comprises 2 possible graves. These graves are described as possible graves in that no formal grave markers such as headstones or surface grave goods were observed. While it is possible that the 2 stone concentrations identified here may in fact not be graves, this cannot presently be stated as fact and as a result these possible graves will be included in this permit application. Once all the permits are received these graves will be excavated. If no evidence for graves is found (i.e. burial pit, coffin fragments, skeletal matter, grave goods) these possible graves will be indicated in writing as no graves. Despite an intensive social consultation process (which included site notices, newspaper notices and a number of informal discussions with former residents of the area and identified family representatives) no next of kin for these possible graves could be identified. With no indication of the age of the possible graves on their dressings, these possible graves will for the moment be assumed to be older than 60 years. • AEPC 5 The cemetery is located at S26° 04’ 52.1” E29° 14’ 58.5” and comprises 3 graves. The next of kin of all 3 graves (100%) were identified and written permissions obtained from these families for the graves to be relocated. All three graves from this cemetery are younger than 60 years. • AEPC 9 The cemetery is located at S26° 04’ 59.8” E29° 14’ 22.6”. Two graves are located here. The next of kin of both graves (100%) have been found and written permissions obtained from these families for the graves to be relocated. Both graves from this cemetery are younger than 60 years.
