ProposalDescription:

The Gauteng Department of Human Settlements intends to construct a mixed-use development on Portion of the Remaining Extent of Portion 129 of the Farm Rietfontein in Lenasia Extension 10, within the City of Johannesburg Metropolitan Municipality (CoJ). The project is part of the Rapid Land Release Programme (RLRP).The Gauteng Rapid Land Release Programme is a component of the broader land reform programme in the Province and the Republic of South Africa which aims to fast-track the release of vacant state-owned land to qualifying beneficiaries. The land will be used for housing units (single or multi-storey) ready for occupation under various housing segments, (serviced sites for self-build, and agricultural Sites or Commercial Buildings). The proposed mixed-use development will include elements of residential, institutional, business, and worship areas. The proposed study area can accommodate approximately 5900 residential units for about 17 700 residents. Various typologies have been considered for the proposed development which include RDP and Social Housing as well as Grassroots Affordable Peoples (GAP) Homes.

Expanded_Motivation:

The proposed housing project is part of the Rapid Land Release Programme (RLRP) which was launched by the MEC in 2018 in order to assist in alleviating the backlog of housing in Gauteng as the smallest province in SA yet with the greatest levels of in-migration. The Gauteng Department of Human Settlements (GDHS) as the responsible government department for implementing suitable sites for human settlement recognizes their responsibility to provide housing .based on Section 26 of the Constitution of the Republic of South Africa, 1996 (Act No. 108 of 1996). RLRP focuses on developing unoccupied and un/under-utilized state owned land. Successful implementation of this Programme will not only assist in alleviating the backlog, but would also decrease the possibility of invasions on vacant land.
