Changes to SAHRIS!

The South African Heritage Resources Information System (SAHRIS) has undergone a generational upgrade and restructure. These changes to the site include, but are not limited to:

Following comments received on the proposed Revised Schedule of Fees for applications made to the South African Heritage Resources Agency (SAHRA), made in terms of Section 25(2)(l) of the National Heritage Resources Act No. 25 of 1999 (NHRA) and published in the Government Gazette of 22 July 2022, SAHRA hereby publishes the final Revised Schedule of Fees for Applications made to SAHRA. Applications for provision of services submitted to the South African Heritage Resources Authority (SAHRA), in terms of the National Heritage Resources Act, No. 25 of 1999 (NHRA) must be accompanied by a payment of the appropriate fee, taking effect from 1 January 2023

It is proposed that a 600 seater church be developed on this site. This proposal includes the following activities: the erection of the actual building as well as the development of associated infrastructure such as parking, access road, a boundary wall to secure the site and in the absence of a connection to municipal services, a borehole for water supply and a bio-sewerage system. Remaining Extent of Portion 31 Blue Hills 397 JR and Portion 32 Blue Hills 397 JR, City of Johannesburg, Gauteng Province.

Expanded_Motivation: 

HRM was founded 2001 in Chloorkop, Kempton Park by Pastors Siphiwe & Phindile Mathebula with the vision to restore hope to people. HRM has its headquarters’ office and church located in Kempton Park. It has branches in Tembisa and Roodepoort. HRM Midrand Campus was launched during Easter of 2016. They have rented a venue at 730 James Crescent, Halfway House, Midrand since the launch. HRM currently has two services at 08:00 and 10:00 on Sundays but plan to have three services at 07h30, 09h30 and 12h30 as per the other campuses. Services are in English, Sotho, Pedi, XiTsonga & other vernacular The preacher mixes languages with an interpreter assisting. HRM Midrand Campus has approximately 700 members, including children. Weekly events include the Sunday Celebration, Tuesday evening prayer, Wednesday evening Home Cell/ Bible Study and Friday Youth meetings. HRM has sought to establish their own permanent venue on their own piece of land. Rental costs and other expenses make their current venue undesirable. Congregants are drawn from the following communities: 1. Midrand (Beaulieu, Carlswald, Glen Austin, Glenferness, Halfway House, Kyalami, Vorna Valley, Noordwyk, Halfway Gardens, Summerset, Blue Hills, Erand, President Park and Randjesfontein); 2. Centurion (Olivenhoutbosch, Amberfield, Blue Valley, Cornwall, Copperleaf, Eldoraigne, Irene, etc.); and 3. Woodmead, Buccluech, Alexandra, etc. The proposed site for the Midrand branch is located on portion 31 and 32 of the Blue Hills 397JR property within the City of Johannesburg Metropolitan Municipality, in the Gauteng Province. This is a better suited locality for the congregants who currently attend the Midrand branch. The proposed development also aligns to the SPLUMA and DFA’s principle on land development which calls for efficient and integrated land development. The area is currently experiencing low investment as can be seen by the dilapidated dwellings requiring maintenance and the existence of informal settlement to the far north of the site. Establishing a formal church on the site will support investment in the area. The proposed development (subject to the proposed zoning and zoning controls) will be compatible with surrounding uses. The eminent suitability of the site for the purposes of a church is highlighted by its regional and local accessibility advantages. The site enjoys good accessibility to existing nodes and access routes due to proximity to Olivienhoutbos Shopping Plaza, Summit Road as well as Route R55. HRM will have a positive impact on the social fabric of the community. One of the values of HRM is that of family relationships. In a time when life is largely individualistic and self-centered, this facility will provide greater social cohesion. There is a strong emphasis on the family structure and the social networks within the church are extensive. HRM is a church that prays for the community, feeds the poor and supports families. HRM promotes high moral standards and godly character. In so doing, its members are encouraged to be moral, upright citizens who pay their taxes and in general are no burden on government or society at large. In fact, quite the opposite is true. Through their various outreaches (such as The Hands of Restoration), HRM helps to alleviate the social burden, which otherwise places a tax drain on the government. The Hands of Restoration is an organization which was started under the auspices of Hope Restoration Ministries. Its formation was inspired by the prevalent social ills, high rate of illiteracy, lack of skills, high rate of unemployment, street kids, orphans and abject poverty savaging our indigent communities. This organization was thus established with a sole intention of contributing positively towards finding ways and means of addressing these problems in the interest of community development. HRM will have a positive economic impact in the community. The building program will also provide employment opportunities to the local community.
