Expanded_Motivation:

Exxaro Coal (Pty) Ltd, Arnot Coal Mine has compiled and submitted an EIA, EMP and IWUL for the new proposed Mooifontein Expansion Project which will consist, once approved, of the opencast mining of coal reserves on Portions 1, 7 & REM of the farm Mooifontein 448 JS. In order to finalize the detailed engineering designs for proposed infrastructures associated with the proposed Mooifontein Expansion Project including wetland crossings, storm water diversions and pollution control dams’, additional geotechnical investigation is required. As the areas where this geotechnical work needs to be conducted is situated within 500m radius of the wetlands (but outside the actual footprint of the wetland area), a Section 21 c & i General Authorization under the National Water Act (Act No. 36 of 1998) is required from the Department of Water Affairs. The proposed sites where geotechnical investigation is required are within the farms where mining rights belong to Exxaro Coal (Pty) Ltd and these are situated approximately midway between the towns of Middelburg and Carolina in the Mpumalanga Province within and around Arnot Coal Mine. As indicated, the proposed geotechnical investigation test pits are outside the footprint, but within 500m radius, of the delineated wetland areas within affected properties. Any activities within a 500m radius of wetlands require authorisation from the Department of Water Affairs and Sanitation. It is therefore the intention of Exxaro Coal (Pty) Ltd. to apply for general authorisation to undertake this geotechnical investigation. The assessment of risks associated with undertaking such geotechnical investigations within a 500m radius of wetlands was undertaken by Wetland Consulting Services (Pty) Ltd. The outcome of the risk assessment indicated low risks to surrounding watercourses given that the proposed test pits fall outside the actual footprint of the wetland areas.
