Following comments received on the proposed Revised Schedule of Fees for applications made to the South African Heritage Resources Agency (SAHRA), made in terms of Section 25(2)(l) of the National Heritage Resources Act No. 25 of 1999 (NHRA) and published in the Government Gazette of 22 July 2022, SAHRA hereby publishes the final Revised Schedule of Fees for Applications made to SAHRA. Applications for provision of services submitted to the South African Heritage Resources Authority (SAHRA), in terms of the National Heritage Resources Act, No. 25 of 1999 (NHRA) must be accompanied by a payment of the appropriate fee, taking effect from 1 January 2023

In 2015 and 2016, geophysical surveys were undertaken to locate the shipwreck of 'Haarlem' (1647). As a result, nine individual magnetic anomalies -divided over five clusters- were identified that need to be identified. This application is for a permit to undertake limited probing and excavation of the different anomalies, to establish if one or more of them possibly contain(s) the wreck of 'Haarlem'. The moment sufficient evidence for the vessel's location and identity is found, intrusive work will cease. Western Cape Province.

'Haarlem' Project: disturbance permit application Case ID 7166 / shipwreckID2114 Proponent: Dr Bruno Werz Previous permit ID's: 2007 and 2216 Various aspects of the 'Haarlem' Project are explained and discussed in a variety of documents.For example, the Project Plan covers such aspects as: background, research to date and the various project stages. This document is attached to this application on page 4 under 'Research Proposals'. Another document that is attached here is an application to the Department of Environmental Affairs and Development Planning that provides detailed information on: correspondence with interested and affected parties; a Public Participation Process that was conducted; approval from different entities and agencies, but also detailed plans, photographs and descriptions of the areas where sampling and excavation is planned. Research related to the 'Haarlem' Project to date is reported upon in a variety of publications that are listed on this page 2 below. For this reason, the specific section 'Expanded Motivation' will only focus on the envisaged field work to be undertaken. The moment sufficient evidence for the vessel's location and identity is found, intrusive work will cease. Suggested intrusive work consists of two phases: 1- probing 2- excavation. During the probing phase, the centre of the recorded anomalies will be re-established. From each centre, a grid will be constructed. Sampling by means of water jetting and or hand-held spikes will then take place. The objective is to test if the sub soil contains any material/objects, such as fragments of a ship's hull. The geophysical survey indicated that material may be buried up to depths of 4-5 metres. Initially sampling will be done every 2 or 3 metres along the x and y axes of the grid. When time allows, the density of sampling will be increased to obtain more data. The location of each sampling site will be recorded with differential GPS. The depth to which the water jet or spike penetrated or, alternatively, the depth at which the probe experienced obstruction, will be recorded as well. Should probing reveal areas around magnetic anomalies that indicate (an) obstruction(s), this would form a target for test excavation. The test excavations are described in detail on pages 38 - 41 of the attached application to the Department of Environmental Affairs and Development Planning on page 4. To summarize: - A permit is requested from SAHRA to allow for sampling and test excavations on 9 locations below the high water mark on the beach between Table View and Milnerton. - The objective is to try to locate and identify the shipwreck of 'Haerlem'. - Once this objective is achieved, work will cease. Any work that may follow on this will be subject to a new permit application. - The proposed work will be limited in scale (only a few square metres to be excavated per location) and duration (only a few days).
