Expanded_Motivation:

On 26 September 2019, both Phezukomoya Wind Power (Pty) Ltd lodged an amendment application with the Department of Forestry, Fisheries and the Environment (DFFE) in respect of the Environmental Authorisations (EA) issued on 28 June 2018 for the Phezukomoya Wind Energy Facility (Phezukomoya WEF). On 26 October 2021, the EA for the amendment was granted. Furthermore, on the 17 November 2021, corrections to the EA for the amendment were granted. The Hartebeesthoek West WEF is authorised for up to 12 turbines with a generating capacity of up to 6.2 MW. The Applicant (Hartebeesthoek Wind POWer (Pty) Ltd) received SIP No. 20 Status. In accordance with the EAs issued, the Final Site Layout Map and Environmental Management Programme (EMPr) must be made available for comments by registered interested and affected parties (I&APs) before written approval of these can be received from the competent authority, i.e., the DFFE. Arcus Consultancy Services South Africa (Ltd) Pty (‘Arcus’) has been appointed to act as the project manager to undertake the environmental process. Members of the public, local communities, and stakeholders were invited to comment on the Final Site Layout Map and EMPr which was available for public review and comment, from Tuesday, 24 January 2023 to Wednesday, 22 February 2023 (both days inclusive), on the arcus website https://arcusconsulting.co.za/projects/ and hard copy is available for review at the Noupoort Library. Since PPP, the final EMPr for decision was submitted to the DFFE and has since been approved. The final EMPr and decision has been uploaded to this case for SAHRA records.
