Changes to SAHRIS!

Following comments received on the proposed Revised Schedule of Fees for applications made to the South African Heritage Resources Agency (SAHRA), made in terms of Section 25(2)(l) of the National Heritage Resources Act No. 25 of 1999 (NHRA) and published in the Government Gazette of 22 July 2022, SAHRA hereby publishes the final Revised Schedule of Fees for Applications made to SAHRA. Applications for provision of services submitted to the South African Heritage Resources Authority (SAHRA), in terms of the National Heritage Resources Act, No. 25 of 1999 (NHRA) must be accompanied by a payment of the appropriate fee, taking effect from 1 January 2023

Permission for stabilisation and improvement of the 1995 underground staircase and lift at the Gladysvale site

The Gladysvale Metal staircase and pulley lift were installed under SAHRA permit by the co-permit holder in 1995 to allow safe access from the Upper Chamber into Lower Chamber 1 (See Figure 1) to bring some fossil bearing rock to the surface for preparation and examination. The staircase was designed and installed by mining engineers at the time and was heavily over-engineered. It consists of four sections with a single handrail. The metal stairs and pulley lift are attached to heavy “I” beams and these are secured to solid rock with a series of metal pegs and feet.

Expanded_Motivation: 

Over the ensuing 25 years, the staircase has remained remarkably intact although some rusting of parts has occurred (see figures 2 and 3). In addition, several areas, which met safety codes of the time, could use reinforcing to bring them to standards we consider safe today. It is also desirable to add safety handrails to the sides where they were not previously installed and to repaint the structure to prevent further rusting. We feel these upgrades and fixes are necessary for us to conduct the work proposed in the approved Gladysvale permit for further work. This application therefore seeks approval to employ an external contractor to do the necessary fixes and upgrades to the existing 1995 staircase. These upgrades specifically will include: 1) adding reinforcing bars to the stair plates (see Figure 4) 2) reinforcing handrails and adding additional handrails (see Figure 5) 3) Adding one short section of approximately 3 meters in length not covered by the existing staircases 4) painting the staircase 5) doing any spot welds and improvements in metal security based on the advice of experts to improve stability of the staircase. These improvements will not be major but will be done as necessary for safety purposes only. Timeline: Activity would begin as soon as the permit is issued and would take approximately one week to complete.
