ProposalDescription:

Proposed residential development at 1, 3, 5 Stiebel Place and 8 Kings Ave and demolition of existing buildings at Erf 1739 and Erf 1736, being 5 Stiebel Place, Westville, eThekwini, KwaZulu-Natal, Drawing numbers: 14040-SK-06

Expanded_Motivation:

C. SIGNIFICANCE: 1. Original date of construction/date of first approved plan: No record of original plans available. Estimated to have been built between 1890 and 1900. 2. Historical Significance : Historical cadastral description : Sub 1 of Hooper of 12 of farm Wandsbeck no.835 No’s 1 and 3 Stiebel place were subdivisions in 1959 of the original Sub 1. The property was known as “Hoopers Farmhouse” (of the Hoopers family car business in Durban CBD). The original structure may have been a farmhouse of wood and iron construction, replaced later with brick. Refer to Ph2 HIA report dated May 2017 by L.Napier. 3. Architectural Significance: The house and outbuildings have been substantially altered, but are likely to be on the original footprint of the original house. The current house has a veranda on 3-sides, gables and a centre courtyard. Structures include a main house, 3 outbuildings, low stone walls and gateposts, a garage, pool and tennis court. The house is plastered brick with sheet roofing and wide verandas. The veranda steps down to the garden and paved pool area. Oral history and the floor plan indicate that the original house was built around a courtyard, verandas were added and the courtyard was roofed. A small outbuilding in the kitchen yard hints to the original construction of bagged brickwork and sheet roof. Outbuildings are modern with steel windows. 4. Urban Setting & Adjoining Properties: Stiebel place feeds off Kings Avenue and terminates at no.5. No. 5 shares boundaries with 5 properties and the cul-de-sac. Architectural styles in the area vary : Arts and Crafts, Tudor and Contemporary. The properties along the South side of Stiebel place are smaller and buildings are younger than 60 years. D. PROPOSED WORK 1. Purpose of Application: CONSOLIDATION OF 4 SITES DEMOLITIONOF EXISTING STRUTURES 2. Motivation for proposed work: The current owner wishes to consolidate 1, 3 and 5 Stiebel place and 8 Kings Avenue for an up-market residential development of 25 units. 3. Detail the work to be carried out: Refer to drawings of proposed development attached : Dwg number : SITE PLAN 14040-SK-06
