Changes to SAHRIS!

Following comments received on the proposed Revised Schedule of Fees for applications made to the South African Heritage Resources Agency (SAHRA), made in terms of Section 25(2)(l) of the National Heritage Resources Act No. 25 of 1999 (NHRA) and published in the Government Gazette of 22 July 2022, SAHRA hereby publishes the final Revised Schedule of Fees for Applications made to SAHRA. Applications for provision of services submitted to the South African Heritage Resources Authority (SAHRA), in terms of the National Heritage Resources Act, No. 25 of 1999 (NHRA) must be accompanied by a payment of the appropriate fee, taking effect from 1 January 2023

ProposalDescription: 

Sinohydro was appointed by Msunduzi Local Municipality through their developers Verern Builders to act as independent EAP’s, thus managing the EIA process for the proposed Snathingi Low-Cost Housing Development. The site is located 13.6km southwest of the Pietermaritzburg city center and is accessed via Moses Mabhida Road proceeding onto Selby Msimang Rd and at about 4.88km from Edendale Mall robots turning left then right after 0.8km and right again after 0.16km. You proceed for about 2.30km then turn left proceeding for about 1.76km to the edge of the development’s outline 2.4km to the center of the development. Msunduzi Municipality is proposing to establish a low-cost housing development called Snathing Low-Cost Housing Development in Pietermaritzburg. Msunduzi Local Municipality is proposing to establish a low-cost housing development in Sinathing, consisting of approximately 2000 erven and associated infrastructure covering Pietermaritzburg, ward 11 of Msunduzi Local Municipality, uMgungundlovu District Municipality, KZN Province. The proposed associated infrastructure include roads (5.5m wide), and water (0.375 to 0.9m diameter), stormwater, Sewer reticulation (0.16m diameter) and electricity reticulation. The total area to be developed measures approximately 206ha. In summary the project is in urban edge in an already developed area with houses and indigenous vegetation that was disturbed by anthropogenic activities, The project is already serviced in some areas by both tarred and gravel roads, sewer reticulation, potable water and electricity which will be extended to un-serviced areas. A2. ACTIVITY MOTIVATION A2.1 SOCIO-VALUES OF THE ACTIVITY The proposed development will give community members a better standard of living, as well as access to essential services including roads, electricity, water supply, appropriate sewage disposal infrastructure, and environmental health in the area. Therefore, the proposed development will enable adequate housing to be constructed, thereby promoting access to basic service delivery as well as socioeconomic development in the Sinathingi Township and its surroundings. The proposed site is directly adjacent to the existing neighbouring residential area of Sinathingi and it will also have its greater part in already settled areas within informal or brick and cement structures on them. The development thus will provide accessibility and allow the proposed development to link to the existing services infrastructure. A2.2. ECONOMIC-VALUES OF THE ACTIVITY Due to the existing settlement, namely the Sinathingi Settlement, the proposed development will expand the housing footprint in the immediate area. The proposed development will tie into existing services, reducing both construction costs associated with the construction of a stand-alone development in an area where surrounding land uses are not in line with the nature of this project. This will result in additional costs associated with the excavation and laying of new pipes, construction of roads and other bulk services. The development location will also reduce environmental costs associated with tragedy of commons. A2.3. NEED AND DESIRABILITY OF THE ACTIVITY Housing is a national need, including in the Msunduzi Local Municipality. The Municipality's aims to promote socioeconomic development through the eradication of backlogs associated with water and sanitation, electricity, and housing, as well as improve basic services within Sinathing. In order to meet the needs of the community within Sinathing, the Council resolved that a project business plan be submitted to Co-operative Governance, Human Settlements and Traditional Affairs (COGHSTA) for the construction of Sinathing Low-Cost Houses as per the Msunduzi Integrated Development Plan. The plan includes the provision of infrastructure and basic service through securing suitable land for human settlement projects. The provision of affordable housing units remains a high priority for the Municipality which will restore the dignity of poor people by providing shelter and access to basic human rights as enshrined in the Constitution of South Africa. The demographic profile of the Msunduzi Local Municipality especially the city of Pietermaritzburg has an un even distribution of its population depending on areas affordability. This community requires formalized, state-instituted housing, and associated, infrastructure. The proposed development will re-distribute the density of the population, improve community member’s standard of living, as well as access to essential services including roads, electricity, water supply, appropriate sewage disposal infrastructure, and environmental health in the area. Therefore, the proposed development will enable adequate housing to be constructed, thereby promoting access to basic service delivery as well as socioeconomic development in Sinathing and its surroundings. This will give community members a better standard of living, as well as access to essential services including roads, electricity, water supply, appropriate sewage disposal infrastructure, and environmental health in the area. Therefore, the proposed development will enable adequate housing to be constructed, thereby promoting access to basic service delivery as well as socioeconomic development in the Sinathing area and its surroundings. Msunduzi Local Municipality is committed to the vision of the National Government of which it committed itself towards accelerating shared growth to halve poverty and unemployment and promote social inclusions. Housing is one of the social inclusions in this vision.
