ProposalDescription:

Environmental Consultants International (Pty) Ltd. (ECI) was appointed by the Association for Better Living and Education (ABLE) [the Applicant] as Environmental Assessment Practitioners (EAP) for the Wagenpadspruit Rehabilitation Centre Access Road to be constructed directly west and on Portion 47 of the Farm Wagenpadspruit 354 JQ which falls within the jurisdiction of the Rustenburg Local Municipality (RLM) of the North West Province.

Expanded_Motivation:

Environmental Authorisation for the Wagenpadspruit Rehabilitation Centre was issued on 20 July 2018 by the Department of Economic Development Environment, Conservation and Tourism (DEDECT). A condition included in the EA instructed the Applicant to close the current access from the R24 and to obtain access to the Rehabilitation Centre from an existing access road (which included the upgrading of the access road) which runs along the Western boundary of the site. The exact location of the access from the access road was not prescribed in the EA, however, the environmental application showed an indicative access on the Layout Plan. During the detail design phase (following the issuing of the EA for the Rehabilitation Centre) the upgrade of the access to the Rehabilitation Centre was changed to align with a road linking the access with the internal road network of the site. It was determined, in consultation with the DEDECT, that the changes made to the access road on the original approved Layout Plan trigger additional listed activities from Listing Notice 3 that were not included in the initial application for the Rehabilitation Centre. These activities include Listing Notice 3 Activities 4 and 18.
