ProposalDescription:

Condonement of Illegal work and Proposed Additions and Alterations Record of previous illegal (no permit) work carried out and proposed new internal and boundary wall alterations. Condonement of previous Illegal work and Proposed Alterations and additions to Erf 1396, 56 Lilian Ngoyi / Windermere Rd, Windermere, Durban, Ethekweni, KwaZulu-Natal. Drawing PAM-01 S-001 & PAM-01 S-002

Expanded_Motivation:

The previous owner (Mr Milne now selling) purchased the house with considerable additions already carried out as shown in approved plan 245-03-07 - 4. Deviations carried out by the previous owner (Mr Milne now selling) to this plan were never approved. He bought the house with the intention of using it as offices as is now consistent with the proposed Florida Rd / Windermere Rd precinct. The owner before Mr Milne had already initiated the altered use as seen in the 1997 plans. Besides the re-purposed use of the building requiring some re-ordering of internal planning and hence internal alterations the building was also in need of maintenance. Existing timber windows, asbestos gutters and tiled roof were rotting and or leaking. In keeping with the overall formal expression of the house the windows, roofing and gutters were repaired to match as close as possible the existing. Deviations from this ethos came in the way of new pvc rainwater goods and single pane non-opening aluminium framed windows to fit as far as possible the existing openings. Where this was not possible due to internal function changes the new fenestration was matched to suit the new intentions. Whilst changes have occurred over the years, the heritage significance of: Double pitched and gable ended roofs, Bay window, Proportions and original chimney stack still relate strongly to the street scape of Windermere Rd. The new boundary wall alteration to half palisade fence will reveal the front facade once again to the street and the minor internal planning changes will have minimal effect on heritage aspects if any at all.
