ProposalDescription:

On 30 May 2013 our previous application for alterations and additions to this building was approved. (Case ID: 2048, Permit ID: 301) In addition to the items that were approved in our previous application, we propose creating an open room for the children to leave their bags while they are at the facility. The parking facilities have been redesigned to be more effective and help with traffic congestion on Kenneth Kaunda Road and there is a new drop-off zone. The proposed work is necessary in order to create a more efficient building suitable for its use as an aftercare facility.

Expanded_Motivation:

Historical Significance: The building is of no known historical significance. Architectural Significance: Although the building is over 60 years old, there is no evidence of any architectural significance to the building. The building has been added to and altered over the years to accommodate its changing use. The original building was a domestic dwelling, however it is currently used as a daycare facility for Chelsea Preparatory School. The School’s intention is to improve on the existing facility by making a few small alterations and additions to the existing structure. Urban Setting & Adjoining Properties: The site is situated on Kenneth Kaunda Road (formerly Northway Road) It is partly a residential area, with the exception of Chelsea Preparatory School, which covers the two adjacent neighboring sites. The School owns the property and has been using the building as an overflow area servicing as a day care facility. Detail the alterations/additions proposed. The proposed alterations consist of a new bag store and revised yard areas. We are also demolishing the existing timber building (Gemeni Hut) which is positioned next to the existing building. Currently there is no dedicated area for the children to leave their school bags while at the aftercare facility. The proposed bag store will serve to house the chidrens’ school bags in a neat and organized fashion, protect them from rain, as well as keeping them out of the children’s playing areas. There is currently one access gate to enter and exit the site, and there are currently very few parking bays on the site. This creates a problem with the traffic flow on Kenneth Kaunda Road. We have had the input of a traffic engineer with the layout of our new parking, as well as our drop-off zone. The new drop-off zone will allow the parents to collect their children without holding up the traffic flow on Kenneth Kaunda Road. We have increased the amount of parking bays on the site, and have created a safe enclosed yard area for the children to play without having access to the parking and road spaces.
