ProposalDescription:

Application for the proposed closure and decommissioning of the Makwassie landfill site located on the Remainder of Portion 8 of the Farm Oersonskraal 207-HO as well as on the Remainder of Portion 43 of the Farm Klipkuil 65 HP.

Expanded_Motivation:

Waste site characteristics and current operations The waste disposal site is not formally classified, but it is estimated to be GCB- and is 1.46ha in extent. Waste disposal was uncontrolled with no access control or any management of waste deposited on the property. The Dr Kenneth Kaunda IWMP estimates the waste generation by the Makwassie and Lebaleng communities to be 14 tons day during 2012. The waste is collected in skips and disposed of at the licensed Wolmaransstad landfill site. The municipality does not dispose of waste there anymore but individuals do dispose of small volumes of domestic and garden waste there. The site is located in previous borrow pits, while waste is also disposed of in the open veld. The site is small with very small volumes of waste being disposed of. The site is not well managed with no formal method of operation. The waste site is not fenced, with no access control, while there is no control of waste disposal activities, while no records of waste management activities are kept. The site has no facilities. No waste harvesters and recyclers operate at the site, waste is recycled from skips in town. The plan is to close and decommission the Makwassie landfill site as soon as reasonably practicable as the waste generated in town are being disposed of at the licensed Wolmaransstad landfill site. The option for closure of the landfill site is to clean up the site and dispose of all the waste into the borrow pits. There is no material left for covering the waste site. The area should be levelled to the level and shape of the surrounding area. The area should be seeded with indigenous grass.
