ProposalDescription:

Application for the proposed closure of the Witpoort landfill site located on Portion 12 of the farm Leeuwfontein 29-HP in Maquassi Hills Local Municipality

Expanded_Motivation:

The waste disposal site is not formally classified, but it is estimated to be GCB- and is 1.5 ha in extent. Waste disposal is uncontrolled with no access control or any management of waste deposited on the property. The Dr Kenneth Kaunda IWMP estimates the waste generation by the Witpoort and Rulaganyang communities to be 2 tons day during 2012. The landfill serves 1552 persons or 543 households (Dr KK District Municipality IWMP, 2012). The site is located in previous borrow pits, while waste is also disposed of in the open veld. The site is small with very small volumes of waste being disposed of. The site is not well managed with no formal method of operation. The waste site is not fenced, with no access control, while there is no control of waste disposal activities, while no records of waste management activities are kept. The site has no facilities. The waste harvesters and recyclers also operate under uncontrolled conditions. There is no equipment present on site to be used during operations to manage waste disposal activities. Waste disposed of is not covered, nor compacted. The area is not free draining as water is found in some of the excavation voids. The plan is to close and decommission the Witpoort landfill site and in future to dispose of the Witpoort waste from Rulaganyang at the licensed Wolmaransstad landfill site. Option for closure of the landfill site is to clean up the site and dispose of all the waste into the borrow pits. Overburden and soil stored on the property can be used to cover the waste. The area should be levelled to the level and shape of the surrounding area. The area should be seeded with indigenous grass.
