Development Type:

ProposalDescription:

Carpe Diem Landgoed (Pty) Ltd (hereafter referred to as the Applicant), intents to cultivate approximately 500ha of land on Portion 86 of the Farm Vaal Koppies No. 40, Upington, Northern Cape Province (hereafter referred to as the Property). In additional the Applicant intends to construct a dam on the Property for irrigation purposes. The water is currently pumped from the Orange River into an existing Dam.

Expanded_Motivation:

The property, Portion 86 of the Farm Vaal Koppies No. 40 is currently of very little economic value and should it not be developed, the economic value will decrease. The development of the farm, with the construction of a storage dam will significantly increase the agricultural potential of the property, which will in turn increase the economic value of the property. The establishment costs of the vineyard is approximately R 150 000 per ha, of which 20% is accounted for direct labour cost. During the construction phase of the vineyard, 30 un-skilled employees will be employed and 120 un-skilled employment opportunities will be available during the operational phase. The expected current value of the employment opportunities during the construction and operational phase will be R 2 000 000. According to the IDP of the municipality (2012-2017) there is a significant unemployment rate, especially amongst the youth therefore the employment opportunities created by the proposed development will significantly contribute to decreasing the rate. The main purpose of the SDF for the //Khara Hais Local Municipality (LM) is to: Ensure the sustainable use of natural resources, including high-potential agriculture land, and Promote the use of low-potential agricultural land in a manner that supports socio-economic growth and environmental rehabilitation. The proposed development is in line with the SDF and IDP of //Khara Khais Local Municipality and contribute to the aims set out for the //Khara Khais LM.
