ProposalDescription:

SANRAL appointed LYMA Consulting Engineers (LYMA) to undertake the Environmental Impact Assessment (EIA) process for the proposed upgrading of the National Route 2 (N2) Section 34 between Piet Retief and Ermelo, Panbult, Mpumalanga.

Expanded_Motivation:

The purpose of the upgrading is to improve the road safety on the N2-34 at Panbult, Mpumalanga. SANRAL has identified the continuous movement of mine-related heavy vehicles transporting coal to Panbult Siding across the N2 as a safety issue which should be addressed through an upgrade of the Panbult Intersection. The are graves within the vicinity of the site. As part of the proposed development, the graves will be fenced off and safe access provided. SAHRA is kindly requested to provide comments on the Scoping report and plan of study for scoping in line with the EIA Regulations. The proposed road will be 1.6km in length and the relocation of the road will move the existing road 50m northwards and encroach the school property (where the graves are situated). According to a general survey and wetland assessment that was done, there is a wetland within the study footprint. The proposed upgrading of the National Route 2 (N2) Section 34 between Piet Retief and Ermelo, Panbult, Mpumalanga will traverse the following properties: • Portion 7 of Farm Valschvlei 352; • Remaining extent of Farm Valschvlei 352; • Portion 16 of Farm Valschvlei 352; • Portion 1 of Farm Valschvlei 352; • Portion 2 of Farm Basel 313; • Remaining extent of Farm Basel 313; • Remaining extent of Portion 5 of the farm Valschvlei 352 • Remaining extent of Farm Basel 313; In terms of the NEMA EIA Regulations (2014), published in Government Notice R. 982 in Government Gazette No. 38282 of 4 December 2014, under Section 24(5) of the National Environmental Management Act, 1998 (Act No.107 of 1998), a Scoping & Environmental Impact Assessment are required for the development.
