ProposalDescription:

The HPU has been having various site visit meetings at the King Sibindi Heritage site in Heatherley to Grade and declare the archaeological site as a National Heritage Site. The constant obstacle to grading and declaring the site is that it located at a dumping site. The Landfill is destroying the heritage site and there is a lot of theft going on the site. The community members steal the grave stones and the palisade fencing.

Expanded_Motivation:

On the 17th of November 2020, the HPU had a meeting at the Tshwane offices in Pretoria West. The Landfill official from Tshwane stated that they had a permit to continue the landfill for a period of 40 years. The landfill was only permitted in the year 1996 and has not lapsed. He stated that only a 1/3 of the land is being used. He stated that as municipality they tried to fence the site three times, but every time that fence would get stolen. The municipality would now try to fence the site using Clear-Vu fencing. The Chief of the Ndebele requested that they put up temporary houses close to the site to safeguard the place. However, there has to be a 800 m buffer zone for the temporary houses (informal settlements).
