ProposalDescription:

Polygon Environmental Planning has been appointed by Hill Klinkert Family Trust to conduct an Environmental Impact Assessment (EIA) for the proposed establishment of a township, namely Makhabeni Extension 1, and associated infrastructure on Portion 1 of the farm Altydmooi 379-LT, between Mooketsi and Sekgopo, Makabeni, Limpopo Province. The township is proposed to consist of affordable, entry level housing, social facilities, schools, clinics and retail centres. This will provide much needed amenities for the surrounding area which is a considerable distance from such facilities. A conservation area has also been proposed for any rivers or ecologically sensitive sites in or bordering the site. The site is situated directly to the east of Ga-Sekgopo, in Limpopo Province, and traversed by the R81 and a small section of the R526. The site can be reached by driving North-east on the R81 from Polokwane towards Giyani for approximately 70km, or by heading North on the R36 from the town of Modjadjiskloof, continuing onto the R81 . The proposed development site is under the jurisdiction of the Greater Letaba Municipality and is approximately 420 hectares (ha) in extent. The objective of the applicant is to develop a township on the site that will be an extension of Ga-Sekgopo Township (to the West) that will host a variety of housing opportunities for all income groups, but with specific focus on lower end bonded housing. The development will take form of an integrated development consisting of the following land uses: • 4785 Residential 1 erven; • 6 Residential 4 erven • 4 erven zoned for Educational purposes (Primary Schools, Secondary Schools, etc.); • 35 erven for Institutional purposes (Churches) • 1 erf zoned for Business purposes (shopping centre and related uses); • 2 erven for Public Garage uses; • 1 erf zoned for purposes of Amusement (Community Centre); • 1 erf for Arts and Crafts Market uses; • 1 erf for Special for Sports Grounds • 18 erven zoned for the purposes of Public Open Spaces; • Public Roads and related infrastructure.

Expanded_Motivation:

Limpopo Province is currently undergoing a large backlog in terms of housing provisions and the resultant need for the development of housing projects, as emphasised in the Provincial Spatial Development Framework of local municipalities. The development proposed by the applicant will therefore make a positive contribution to this housing backlog. The integration of different housing typologies, as well as different and supporting land uses will ensure the needs of the local market are met. The current situation in Ga-Sekgopo is of such a nature that the local community desperately requires more community, social, retail and housing facilities to improve the circumstances of residents. Not only will the proposed project, in the form of a mixed-use development, compensate for this gap in amenities, but it will also create a number of job opportunities for local residents, which is also much needed in the area under consideration.
