Changes to SAHRIS!

The South African Heritage Resources Information System (SAHRIS) has undergone a generational upgrade and restructure. These changes to the site include, but are not limited to:

Following comments received on the proposed Revised Schedule of Fees for applications made to the South African Heritage Resources Agency (SAHRA), made in terms of Section 25(2)(l) of the National Heritage Resources Act No. 25 of 1999 (NHRA) and published in the Government Gazette of 22 July 2022, SAHRA hereby publishes the final Revised Schedule of Fees for Applications made to SAHRA. Applications for provision of services submitted to the South African Heritage Resources Authority (SAHRA), in terms of the National Heritage Resources Act, No. 25 of 1999 (NHRA) must be accompanied by a payment of the appropriate fee, taking effect from 1 January 2023

PERMIT APPLICATION PROPOSAL FOR MAPPING AND RESCUE EXCAVATIONS OF A LATE IRON AGE STONE WALL ON PORTION 191 OF THE FARM TWEEFONTEIN 915LS WITHIN POLOKWANE MUNICIPALITY, CAPRICORN DISTRICT,

Expanded_Motivation: 

KSL Northern- Precinct Development is proposing to establish Curro- Northern Academy Student accommodation complex on portion 191 on the farm Tweefontein 915LS within the Polokwane Local Municipality of the Capricorn District, Limpopo Province. Northern Academy is located 5 kilometers northeast of Polokwane Fauna Park township. The area is positioned 2 kilometers north east of Mall of the North. To comply with the statutes of section 38 of the National Heritage Resources Act (NHR) Act 25 of 1999, KSL Northern- Precinct Development, contracted Vhufahashu Heritage Consultancy, to conduct a heritage risk assessment for the stone wall site which is situated within the proposed student accommodation development footprint. Previous Heritage Impact Assessment (HIA) study conducted on the farm recorded only this site (Stegmann & Roodt 2020). Unfortunately, the site is severely degraded, with only visible stone foundations and some infill of stone walling remaining. This site has a very low heritage significance and is not preservation worthy, since its degraded, damaged by a gravel access road that dissected the site into two sections. Guided by the NHR Act, Vhufahashu Heritage Consultancy conducted a risk assessment to ascertain how the stone wall could be affected by the proposed student accommodations establishment. Standard field surveys combined with desktop studies were undertaken. This facilitated detailed documentation and mapping of the existing heritage resources, and their distribution across the site. Based on the gathered data it was ascertained that the stone-walled site is at high risk of being destroyed by the proposed student accommodation. Previously, the site was disturbed by the construction of a gravel access road which dissected the site into two sections. Moreover, the site has been extensively used by nearby farm dwellers as a garbage refusal site for dumping concrete rubbles. As required by the NHR Act of 1999, such disturbed heritage sites should be mitigated through rescue excavations and mapping. Therefore, we strongly recommend the South African Heritage Resources Agency (SAHRA) to issue the relevant permit to facilitate the mitigation of important cultural resources before the site is destroyed by the proposed student accommodations and related infrastructures.
