ProposalDescription:

The King Cetshwayo District Municipality propose to carry out further upgrades to the bulk water supply and reticulation network of the Middledrift Water Supply Scheme (WSS) for Sub Supply Area 3 (SSA 3). The Middledrift SSA 3 is located in Ward 2 of the uMlalazi Local Municipality, and Ward 14 of the Nkandla Local Municipality, within the King Cetshwayo District Municipality. The Middledrift SSA 3 is an existing bulk water supply and reticulation network that is currently being utilised by the public, however the existing infrastructure was designed to meet RDP level service, which does not allow for yard connection. Therefore a series of upgrades have been assessed and submitted for approval. The first upgrade to the Middledrift WSS was previously submitted and authorized (DC28/0030/2012), however due to changes in the pipeline layout, an additional application (Phase 1 Middledrift Water Supply Scheme) was submitted in 2019 and this application has subsequently been authorised (DC28/0007/2019). The current application is therefore for Phase 2 of the Middledrift Water Supply Scheme and is for the construction of an additional Bulk water pipeline. Water for the supply scheme will be obtained from the Thukela-Mhlathuze Transfer Scheme. Phase 2 of the Middledrift Water Supply Scheme requires approximately 19.5km of Bulk Water Pipeline to be laid within the Ezimbidla, Mthungeni, Mzwaneni and Mankumbu areas. The pipeline will cross the Nzuze River and 12 small watercourses. Upgrading of the Middledrift WSS will result in the development of infrastructure exceeding 100m2 in size within 32m of a watercourse and will require infilling of more than 10m3 of material within a watercourse.
