Changes to SAHRIS!

Following comments received on the proposed Revised Schedule of Fees for applications made to the South African Heritage Resources Agency (SAHRA), made in terms of Section 25(2)(l) of the National Heritage Resources Act No. 25 of 1999 (NHRA) and published in the Government Gazette of 22 July 2022, SAHRA hereby publishes the final Revised Schedule of Fees for Applications made to SAHRA. Applications for provision of services submitted to the South African Heritage Resources Authority (SAHRA), in terms of the National Heritage Resources Act, No. 25 of 1999 (NHRA) must be accompanied by a payment of the appropriate fee, taking effect from 1 January 2023

Polygon Environmental Planning has been appointed by the Hill Klinkert Family Trust to conduct the required Environmental Impact Assessment (EIA) for the proposed establishment of a mixed-use township and associated infrastructure on the Remainders of Portions 4, 5 and 14 of the farm Vrystaat 473-LT, just north of Modjadjiskloof in the Limpopo Province. It is proposed that a township be established on the Remainders of Portions 4, 5 and 14 of the farm Vrystaat 473-LT near Modjadjiskloof, Limpopo Province (Figure 2.1). The site is situated approximately 1km North-North East of Modjadjiskloof town and borders on both sides of the R36, which also splits the site in half. The GPS coordinates for the site entrance are at S23°40'55.3" and E30°09'02.3". Please see Appendix A for the locality plan. The current land uses are mainly orchards, some areas planted to cash crops, a wetland and some tributaries, as well as bush and grassland used for grazing. There is a chicken battery with livestock pens as well as two houses and farm stalls on the property (Figure 2.2). Surrounding land uses consist mainly of commercial forestry (to the west, north and east), existing residential development forming part of the town of Modjadjiskloof (to the south-west) and agriculture (to the south). A freight railway line runs along the western boundary of the site, and a school is situated directly to the north. The Greater Letaba Local Municipality is currently in the process of establishing a township on Portion 15 of the farm Vrystaat 437 LT, which property is situated north of, and adjacent to, the subject property. The subject property is therefore situated between the proposed township of the Municipality (proposed Modjadjiskloof Extension 16) and existing extensions of Modjadjiskloof. The proposed township, on a site of approximately 80 ha, is proposed to contain mixed uses, consisting of the following components: • Single residential stands zoned “Residential 1”; • Stands zoned “Special” for the purposes of dwelling units (townhouses); • One stand zoned “Special” for the purposes of a hotel and restaurant; • One stand zoned “Special” for the purposes of shops, offices, a medical facility and restaurants; Private Open Space; • A private road as well as public roads; • Wastewater treatment systems on the eastern and western sides of the Brandboontjies River • Internal service reticulation. The objective is to provide a variety of housing typologies and ownership options to the residential market within a security estate and in a rural setting. Various income groups will be catered for. The intention is to provide a variety of land uses in addition to the residential components within the estate without sacrificing any sensitive areas.

Expanded_Motivation: 

Limpopo Province currently has a large backlog in terms of housing provision and there is a need for the development of housing projects, as emphasised in the Spatial Development Framework (SDF) of the local municipality. The development proposed by the applicant is therefore anticipated to make a positive contribution to lowering this housing backlog. The integration of different housing typologies, as well as different and supporting land uses is expected to ensure the needs of the local market are met.
