Case Type:

ProposalDescription:

The development is proposed on non-disturbed land and requires environmental authorization under the National Environmental Management Act 107 of 1998. The development consist of: • The upgrade of the interpretation centre • The construction of a pathway leading to the Border Cave • The construction of 8 huts with running water sleeping more than 15 people • Two (2) ablutions and sanitation facilities • Drilling of a borehole for the provision of water Proposed Ngodini Border Cave, Reserve No 16 158 36, Portion number 11/15836, Ngodini, KwaZulu-Natal

Expanded_Motivation:

Ezemvelo KZN Wildlife has recognized the need to develop Ngodini Border Caves as a tourist destination. The project had previously in 2012 received an exemption from requiring an environmental authorisation as it did not trigger any listed activities. Subsequent to the exemption the Border Caves have since been added to the tentative list of World Heritage Sites and there must be treated as World Heritage Site in accordance with the definition of a World Heritage Convention Act (49/1999). Given that the Ngodini Border Cave is now been added to the tentative list for World Heritage Site, the proposed development requires an environmental authorisation as per the 2014 EIA Regulations, Listing 3 and Activity 6. The project had previously been submitted to AMAFA in 2012 for commenting.
