ProposalDescription:

Proposed permanent export of Albion Dogcart, 1901 from Cape Town to England

Expanded_Motivation:

30 August 2013: The Applicant is the owner of a 1901 Albion A3 Dogcart vintage vehicle. The vehicle is currently in the United Kingdom, having been exported under temporary export permit no D:179 (ref 3/3/8/1/4/349) issued on 24 January 2013. The Applicant has resided permanently with his spouse and children in the United Kingdom since 1997 and has no intention of returning to South Africa. The Applicant inherited the vehicle from his late father in South Africa who was the grandson of the founder of a founder member of Albion Motorworks, the manufacturers of the vehicle in the United Kingdom. The Applicant and his family require the use and benefit of the vehicle, particularly in the light of his and his family's association and history with the vehicle and their direct family links with the original manufacturer of the vehicle. This will not be possible if the vehicle remains in South Africa, where it has no particular significance or historic or heritage relevance. Furthermore, the Applicant will not readily be able to secure and store the vehicle if it remains in South Africa, as he is able to do in the United Kingdom where he lives. Sep 2013: Mr. Nick Muller of DLA Cliffe Dekker Hofmeyr, has applied for a permanent export permit on behalf of Mr James Blackwood-Murray and Mrs Georgina Shield, to export a 1901 Albion Dogcart to England. On 02 October 2012 SAHRA refused to issue a permit to permanently export a 1901 Albion Dogcart to England. The applicant in this case was the Blackwood-Murray Family Trust which had applied for an export permit on behalf of Mr. Blackwood-Murray and Mrs Georgina Shield, to permanently export the vintage car intended for sale at Bonhams Auction House in London, United Kingdom. Subsequently, Mr. James Blackwood-Murray applied for a temporary export permit to export the Albion Dogcart in order to participate in events in both Scotland and the UK. SAHRA granted the temporary export permit under certain conditions, one of which was that the car would be returned in South Africa, thereafter which is no later than 13 December 2013. Mr. Blackwood-Murray and Mrs Georgina Shield, the owners of the car, relocated to the United Kingdom in 1997 and are now permanent residents of the United Kingdom. They have no intention of coming back to South Africa , hence they are applying for a permanent export permit.
