Changes to SAHRIS!

Following comments received on the proposed Revised Schedule of Fees for applications made to the South African Heritage Resources Agency (SAHRA), made in terms of Section 25(2)(l) of the National Heritage Resources Act No. 25 of 1999 (NHRA) and published in the Government Gazette of 22 July 2022, SAHRA hereby publishes the final Revised Schedule of Fees for Applications made to SAHRA. Applications for provision of services submitted to the South African Heritage Resources Authority (SAHRA), in terms of the National Heritage Resources Act, No. 25 of 1999 (NHRA) must be accompanied by a payment of the appropriate fee, taking effect from 1 January 2023

C-1 Status of the site : Listed on a Heritage Register C-2 Historical Significance : The first Musgrave Road Methodist Church, an iron building, was opened on Easter Sunday in 1877 but was later demolished to make way for the existing church in April 1893, when the church proved too small for a rapidly-growing congregation. The building cost £3 200 and most of the money was collected ahead of time. A manse, a late-Victorian villa, was built in 1895 and added to in the 1920s. A hall, for Sunday School was added in 1899. The new organ, which is still in working order, was installed in 1929. A memorial chapel was built in 1955 and in the 90s, a cry room was added to accommodate children in the church services. The land the church is on was donated by the Greenacre family. Originally the church land adjoined the Greenacre estate and was little more than sand-hill and bush. The family home, The Caister, stands nearby, and is now a retirement complex. The church was the spiritual home of several prominent Durban families, including Walter Greenacre and his business rival, Harold Payne. They were the proprietors of rival retail departmental stores in the city. They also alternated as treasurers of the church trust. Ref : https://bereamail.co.za/141186/explore-musgraves-holy-acre-2/ C-3 Architectural Significance : Original date of construction : 1893 The property and buildings thereon are Listed in the Durban Town Planning Scheme as Important buildings, the church is listed in “A Revised Listing of Important Places and Buildings in Durban” BTKearney 1984. Ref. 12.51. “A plastered Gothic Revival Church of the Victorian period; nave and transcepts with two East porches; plastered niches, ogee arches and unusual eaves ventilators; parallel to street; part of a church group; historical associations.” Original architect : William Emery Robarts He is amongst 20 Church Trustees listed on the Title Deed. https://www.artefacts.co.za/main/Buildings/archframes.php?archid=1470 Urban setting and adjoining properties : The property is a corner property on Musgrave and St.Thomas Roads. The Hall occupies the corner and the Church is situated North of the Hall on Musgrave Road. D-2 Motivation : The tiling battens, bearers and rafters have been damaged by years of borer infestation. Localised water damage and rotting is evident under valley gutters and junctions. The existing roof is Marseille tiled on timber battens, resting on timber rafters and bearers. The exposed main trusses are teak and highly decorative, dark stained tongue and groove ceiling boards close the roof between trusses. Evidence of damage due to borer infestation and water ingress has been evident over a period of approximately fifteen years. Due to budget constraints only urgent maintenance and repair has been done. The church buildings are maintained, treated and checked regularly. An inspection in 2018 by Gavin Brown & Associates engineers and a follow up inspection in 2023 revealed extensive damage and they proposed that all concealed timber and ceiling boards to be replaced with SAP treated structural timber. The age and extent of the damage does not warrant spot repair and replacement. A full replacement will provide a manageable long-term solution for the church and their congregation. Refer to Gavin Brown and Associates’ letter and report D-3 Detail the alterations/ additions proposed : Replacement of all timber rafters, bearers, battens and tongue and groove ceiling boards. Marseille roof tiles are to be removed, cleaned and put-back. All valleys, flashings and waterproofing to be replaced with an appropriate, approved product. Existing gutters and down pipes are to be assessed before re-fitting. Replacement gutters and down pipes are to match existing. Water damaged plaster to be repaired and patched with matching lime-plaster. All decorative teak trusses and interior fittings to be protected during the contract.
