Changes to SAHRIS!

Following comments received on the proposed Revised Schedule of Fees for applications made to the South African Heritage Resources Agency (SAHRA), made in terms of Section 25(2)(l) of the National Heritage Resources Act No. 25 of 1999 (NHRA) and published in the Government Gazette of 22 July 2022, SAHRA hereby publishes the final Revised Schedule of Fees for Applications made to SAHRA. Applications for provision of services submitted to the South African Heritage Resources Authority (SAHRA), in terms of the National Heritage Resources Act, No. 25 of 1999 (NHRA) must be accompanied by a payment of the appropriate fee, taking effect from 1 January 2023

The gardens were designed by William Murray-Jones in 1931. Murray-Jones worked for the Brazilian Government as well as in London and Spain before coming to SA in 1924. He was appointed Chief architect of the Durban Corporation in 1929. He designed the Natal Command Headquarters on Snell Parade, Dbn Traffic Depot, Warriors Gate, The port Natal Administration Board offices and the KwaMuhle Museum. The project was an initiative by the Durban Corporation (Dbn City Council) to create work for the residents of Durban. The Great Depression had hit the residents hard and many were out of work. An area of dunes and grass on the beachfront of North Beach was envisaged as a recreation area with a formal English garden, a music pavilion and an amphitheatre. The materials were supplied by the Durban Corporation and the labour were the unemployed residents of Durban (ref. oral history) The need for structural and aesthetic repairs in the gardens is borne out of compliance and accessibility of a public park, the existing materials have either outlived their lifespan or failed due to the highly corrosive environment. The proposals in this report endeavour to meet the compliance standards and to propose materials that will be low-maintenance and be able to withstand the corrosive environment. In considering the existing materials and construction methods of the hard landscaping elements that need repair and restoration in the garden, the layering of materials that have been replaced over time needs to be considered as well as the original intent of the architect and craftsmen. Attached is a summary of each material or element and proposals for a suitable method of repair or replacement. Approval of these should become the reference point for future repair and restorations in the maintenance programme. The proposal includes the upgrade of pathways, the introduction of more accessible pathways and ramps, the replacement of pergola posts and pergola beams, the replacement of broken benches, the repair of stone cladding and repair and replacement of gazebo roofs.
