Changes to SAHRIS!

Following comments received on the proposed Revised Schedule of Fees for applications made to the South African Heritage Resources Agency (SAHRA), made in terms of Section 25(2)(l) of the National Heritage Resources Act No. 25 of 1999 (NHRA) and published in the Government Gazette of 22 July 2022, SAHRA hereby publishes the final Revised Schedule of Fees for Applications made to SAHRA. Applications for provision of services submitted to the South African Heritage Resources Authority (SAHRA), in terms of the National Heritage Resources Act, No. 25 of 1999 (NHRA) must be accompanied by a payment of the appropriate fee, taking effect from 1 January 2023

Samancor WCM Millsell and Waterkloof Sections: Waterkloof Opencast Mine

Samancor Chrome Ltd – Western Chrome Mines (WCM) is in the process of applying for an amendment environmental authorisation application in terms of the National Environmental Management Act, 1998 (Act No. 107 of 1998) and the Waste Management Licence in terms of National Environmental Management Waste Act, 2008 (Act No. 59 of 2008) as amended, and the Environmental Impact Assessment Regulations of 2014, as amended to undertake opencast mining of chrome at the Waterkloof Section and for the establishment of a new road, a waste rock dump and Run of Mine (ROM) pad. The Millsell and Waterkloof Sections are located on various portions of the farm Waterkloof 305 JQ, in close proximity to the towns Kroondal and Rustenburg, North-West Province. The proposed opencast areas and related activities are located on Portions 146 and 341 on the farm Waterkloof 305JQ.

Expanded_Motivation: 

Samancor Chrome Ltd. Western Chrome Mines (WCM) is an existing complex of underground chrome mines owned by Samancor Chrome Limited. WCM is located near Mooinooi and Rustenburg, between 100 and 150 km west of Pretoria, on the western limb of the Bushveld Igneous Complex in the North-West Province. WCM are currently operating five mines i.e. Millsell/Waterkloof, Mooinooi, Buffelsfontein-East, Buffelsfontein-West and Elandsdrift (currently in care and maintenance) Mines and two tailings retreatment plants operated by a contractor, Sylvania Minerals. The total combined ore reserves of WCM exceeds 45 million tons, calculated to a depth of 600m, with an annual production capacity of more than 1.3 Mt, allowing a Life of Mine (LOM) of more than 20 years, providing employment for more than 3000 people. Current mining activities are to a depth of 900 m with a rate of 75 000 tons/month and the LOM is expected to exceed the year 2044. Samancor WCM has a Mining Right (NW 30/5/1/2/3/2/1/ (236, 260 & 479) EM)) and Environmental Management Programme (approved 16 March 2001 and updated in 2010) to explore and mine chrome on various portions of the farm Waterkloof 305 JQ, in close proximity to the towns Kroondal and Rustenburg, North-West Province. In June 2012, the (then) Department of Water and Sanitation (DWS) approved an Integrated Water Use Licence (WUL) for the mine (Licence No: 03/A21K/ACGIJ/1734). In November 2017, the DWS approved the WUL for the additional waste rock dump (Licence No: 07/A22H/GGG/6548) Samancor Chrome Limited was granted a Waste Management Licence (WML) (NW 30/5/1/2/3/2/1/ (236, 260 & 479) EM) for the existing waste rock section and in 2018 applied for a waste management licence application for the development of the community waste rock beneficiation facility at the Samancor Millsell Mine. The WML was granted in July 2019. Run of mine ore is crushed to size. A certain percentage may be milled further. The ore is then sorted to different size fractions by means of a dense media separation process. Silica is removed from the finer fractions by means of gravity and elutriation separation techniques. Further screening may be needed for specialised grades. Final products are stored on concrete floors prior to shipment. The majority of the final product is in the form of lump and metallurgical concentrate used in the metallurgical industry for the production of ferrochrome. This is largely used by the Samancor Chrome alloy works, and is ideal for the production of charge chrome It is the intention of Samancor to construct and opencast pit on the Waterkloof Section, as well as construct a new road, a Waste Rock Dump and an ROM Pad, within the existing mining right and Environmental Authorisation area. The proposed opencast areas and related activities are located on Portions 146 and 341 on the farm Waterkloof 305JQ.
