Development Type:

ProposalDescription:

The South African National Roads Agency SOC Limited (hereafter referred to as SANRAL) has identified the need to improve road safety and ease road congestion by undertaking the required widening and upgrade of the N3 Toll Road from a current four lane dual carriageway to a six lane dual carriageway road between Cedara (KwaZulu-Natal) interchange (N3-4 km 1, 6) and km 15, 0 in the Umngeni area.

Expanded_Motivation:

The South African National Roads Agency SOC Limited (hereafter referred to as SANRAL) has identified the need to improve road safety and ease road congestion by undertaking the required widening and upgrade of the N3 Toll Road from a current four lane dual carriageway to a six lane dual carriageway road between Cedara (KwaZulu-Natal) interchange (N3-4 km 1, 6) and km 15, 0 in the Umngeni area. The widening and upgrading will take place inside the existing median, within the current road reserve and no additional land will be required. The works would relate to road, drainage, culvert, bridge and all associated work inside the median. Bridge widening is only anticipated at the Umgeni River as the other structures are wide enough to accommodate the planned road widening in the median. Some of the specific activities that would be undertaken are listed below: • Removal of existing median hedges and grass • Removal of existing concrete line drains. Guard rails and barriers inside the median. • Construction of new storm water connections linking with the existing storm water infrastructure inside the median. • Construction of an additional new carriageway lines in both directions inside the current median. • Construction of retaining structures and barriers at certain points inside the median. • Reconstruction of the median portion at the following areas: • Merrivale Underpass • Merrivale interchange • Cedara College Subway. • Widening of the Umngeni Bridge. • Repairs, refurbishment and strengthening of culvert and bridge structures associated with the road widening. • Clearing, de-silting and cleaning of structures associated with the road widening. N3 Toll Concession (Pty) Ltd (hereafter referred to as N3TC) entered into a 30-year Toll Road Concession Contract with SANRAL for the section of Highway between Heidelberg (Gauteng) to Cedara (KwaZulu-Natal). Over this period, the N3TC is responsible for managing inter alia, the physical asset namely, the N3 Toll Road. N3TC will manage and implement the proposed widening and upgrading of the N3 Toll Road on behalf of SANRAL.
