ProposalDescription:

Vanadium Resources (Pty) Ltd proposed to construct and operate a Salt Roast Leach (SRL) plant on portion 15 of the farm Tweefontein 360 KT, Sekhukhune District Municipality, Fetakgomo Tubatse Local Municipality, Limpopo Province.

Expanded_Motivation:

Vanadium Resources (Pty) Ltd proposed to construct and operate a Salt Roast Leach (SRL) plant on portion 15 of the farm Tweefontein 360 KT. The SRL site is located within the Steelpoort Industrial Park. Travelling a further 14km along the R555 towards Steelpoort, turn right onto the D1261. Access to the Steelpoort Industrial Park is off the D1261 at a distance of 6 km along this road. Vanadium containing titaniferous magnetite from the proposed Vanadium Resources: Steelpoortdrift Mine concentrator plant will be transported to the Salt Roast Leach (SRL) Plant via truck. The salt roasting process, or roast-leach process is the direct extraction of Vanadium from Titaniferous Magnetite ore. It is a multi-step process of crushing-milling-roasting-leaching-precipitation and calcination to produce only Vanadium in the form of Vanadium Pentoxide (V2O5) flakes. Ore is finely crushed and milled to micron size, then roasted in a kiln with added sodium salt to form water-soluble sodium vanadate. It is then leached using water, and the pregnant solution is precipitated by adding Ammonium Chloride and forming Ammonium Metavanadate (AMV). The AMV is further calcined (heated up) to form high purity V2O5 material. The proposed project footprint is approximately 132 ha in extent and will include the following infrastructure and activities: • SRL Plant • Tailings Storage Facility (TSF) • Gypsum stockpile • Chloride purge dam • Raw water storage tank/s • Return water tanks • Storm water management infrastructure, including Pollution Control Dams (PCDs) • Plant feed and product stockpiling • Offices and ablution facilities • Sewage storage (septic tanks) • Connection to Eskom - 11 kV powerline • Construction of internal roads • Reagent storage bins and tanks • Access and haul roads • Security and fencing of operational areas The Phase 1 TSF will be located to the southeast of the plant. It has been designed with a Class C barrier system and is planned to be operated as a dry stacking method, where the tailings material will be in the form of filtered cakes. Workshops, stores and offices relating to the SRL operations will be constructed at the SRL site. A training facility and laboratory will also be constructed there.
