Following comments received on the proposed Revised Schedule of Fees for applications made to the South African Heritage Resources Agency (SAHRA), made in terms of Section 25(2)(l) of the National Heritage Resources Act No. 25 of 1999 (NHRA) and published in the Government Gazette of 22 July 2022, SAHRA hereby publishes the final Revised Schedule of Fees for Applications made to SAHRA. Applications for provision of services submitted to the South African Heritage Resources Authority (SAHRA), in terms of the National Heritage Resources Act, No. 25 of 1999 (NHRA) must be accompanied by a payment of the appropriate fee, taking effect from 1 January 2023

The construction of the storm water management system is a critical matter that directly and indirectly affects people’s lives across the nation, the region and globally. The storm water management system is necessary to keep residences and infrastructure from flooding continually during minor and major storm events, which in turn results in further damage to property and infrastructure. The Johannesburg Road Agency hereafter (referred to “JRA”) as the official entity responsible for roads and storm water development and management in the Johannesburg locality; developed a comprehensive plan known as a “storm water master planning” to identify and characterize the key components that must be implemented, to protect residential areas and properties against storm water related challenges. The Turfontein Corridor was identified, as a hot spot flooding area that require immediate storm water management through the JRA`s storm water master planning. Based on the above, Johannesburg Development Agency is proposing the development of bulk storm water outlet structures into wetland areas or their associated buffer zone. The development will occur during the construction of associated storm water conduits which will be constructed within the broader area of Turfontein Corridor. The proposed conduits do not drain directly into any major rivers but rather drain into wetlands and/or tributaries that drain into the Natalspruit and the Klip River. During construction, the mentioned watercourses will be affected as detailed above. The overall development will control erosion in the area and will also keep residences and infrastructure within Devland from flooding continually during minor and major storm events. It is worth noting that the conduits will be constructed inside road reserves and therefore not a listed activity. Activities that triggered the Basic Assessment process are the conduits storm water bulk outlet structures which will be constructed into wetland areas or their associated buffer zones for conduits to discharge stromcwater into the watercourse. The area where the proposed activities will take place includes the areas of Turfontein, Booysens, Selby, Regents Park and the surrounds within City of Johannesburg, Gauteng Province. The approximate central coordinates of the study area are 26°17'22.55"S and 27°56'1.26"E. The N12 runs along the southern extent of the study area while the R41 runs along the northern extent. Wemmer pan lies approximately to the north east of the study area.

Expanded_Motivation: 

The purpose of the plan is to: • Quantify the areas where no storm water exists, for the purpose of rectifying it in the medium/long term. • Quantify the areas where storm water systems does not meet the criteria as set out in the “Red Book”, determine short falls (undersized systems), for the purpose of rectifying it in the medium/long term. • Immediately, when funding does become available, resolve areas which are identified as “hot spot” flooding areas, where storm water infrastructure is either undersized or non-existent. • To assist the “upgrading of gravel roads to surfaced standards” programs in Townships with the costing of storm water and roads costing and construction and requirements.
