Changes to SAHRIS!

The South African Heritage Resources Information System (SAHRIS) has undergone a generational upgrade and restructure. These changes to the site include, but are not limited to:

AMAFA: Call for Proposals - Survey of the Heritage Landmarks & Built Environment in the Ukhahlamba Drakensberg Park World Heritage Site (UDP WHS), KwaZulu-Natal

TERMS OF REFERENCE                                                                                       

INTRODUCTION:
Amafa AkwaZulu Natali is the provincial heritage agency appointed in terms of the KZN Heritage Act.  It is responsible for, inter alia, adding to the provincial data base of heritage sites.  The Province of KwaZulu-Natal has a rich historic and cultural heritage.  Some of these heritage resources have been identified for protection under previous dispensations but those protections need to be revisited both on the database and physically.  The 243 000ha UDP was designated by UNESCO as a World Heritage Site in November 2000, and proclaimed as a World Heritage Site on 18 December 2007 in terms of the World Heritage Convention Act (No 49 0f 1999).  The Vision of the UDP WHS: A World Heritage Site that protects it’s Outstanding Universal Values and is supported by the people of Southern Africa.

The purpose of the UDP WHS is stated as including the preservation and conservation of the cultural integrity of the area and to safeguard the archaeological, historical, palaeontological and living cultural heritage of the area.  The UDP WHS was inscribed on the World Heritage List for, among other criteria, its cultural criteria.  These criteria, however, focus on the outstanding rock art and its association with the San peoples, but the Parks management objectives includes (no 4): Promote the conservation management and public appreciation of all cultural resources within the Park in accordance with statutory regulations.  In addition to the rock art sites there are many other cultural resources located within the UDP WHS.  These (and their significance) are often not well known to EKZNW staff and others and can accordingly easily be damaged as is the case with the Hotel at Royal Natal.  By mapping these resources attempts can be made to ensure their proper management. 

While EKZNW is the custodians of the UDP WHS, Amafa has been tasked with ensuring that all heritage resources are managed effectively.  In doing this Amafa now calls for the services of qualified heritage practitioners to survey the UDP WHS for heritage resources, excluding rock art sites, and focusing on historical sites and the built environment.  The built environment are defined as including defined as constituting any structure or groups of structures e.g. buildings, bridges, defensive structures, walls, railways, memorials, etc. All resources are to be surveyed and assessed in accordance with the stipulations of the relevant sections of the National Act (SAHRA 25/1999).  The contracted specialist/s for this survey is to collate previous surveys done in the UDP into one document, capture outstanding information on SAHRIS and embark on a process of verifying the current validity of those previous surveys as well as conducting new surveys.  Surveys and re-surveys are to be recorded.  Indigenous architecture will also be considered.  

General requirements for Service Providers

-       Basic requirements:

In order to be able to conduct the survey, the following will be necessary:

  1. A short meeting with each Management Unit should be scheduled at the start of the reserve’s survey.  It is also suggested that they are contacted before hand as these officials may assist in estimating the quantity of work to be carried out in their reserve area and point out areas where important heritage resources can be found. 
  2. Proof of identification
  3. Vehicle to travel extensive distances on both tarred and dirt roads
  4. Digital camera
  5. GPS 

The aims of the survey are to:

  1. Identify all sites, structures and other abovementioned heritage resources located in the UDP WHS
  2. Assess each heritage resource’s significance

The report will, on the basis of a detailed foot survey (and through other means); provide a listing of all identified heritage resources within the footprint of the Park.

  1. The document should provide coordinate information of all heritage resources identified and produce maps showing the location of each resource.
  2. The document should contain clear and detailed photographs of all heritage resources identified.
  3. The document should include a reference list of all previous research and other publications related to the area.
  4. The document should provide a set of management recommendations related to the study area.

The service provider is also required to populate the data into SAHRIS.

The document will be made available to Amafa in both hard and electronic copy.

Pricing. Interested services providers will provide costing for the project which will include details in respect of:

  1. Professional fees;
  2. Transport;
  3. Subsistence;
  4. Subcontracts;
  5. An indication of timeframe, delivery milestones and payment schedule.

Please note that accommodation will be provided.

The service provider will disclose any other funding received and/or used for this project, along with the particulars of all parties participating.

Time frame.  This project is listed in the Annual Performance Plan for the Professional and Research Section of Amafa for the 2013/2014 financial year, and as such, the final reports should the lodged with Amafa by end-July 2013 for perusal. 

Intellectual Property.  While data collected by the project will be supplied to Amafa, it remains the property of the contractor to be used by the contractor in whatever format. The contractor will undertake to recognize the contribution of Amafa whenever this data is made public.

Amafa Staff Input  Amafa strives to contribute to the skills upliftment and professional development of all its staff members.  Inclusion of Amafa staff in the project is seen as an ideal vehicle to achieve this.  A staff member might therefor join the Project Team in the field to work as a member of the team.  Logistical expenses for the member of staff will be covered by Amafa.
