ProposalDescription:

Birdhaven Residential Development at Proposed Portions 1-18 and Remainder of Portion 581 (of 290) of Lot 61 No. 1521, 50B COlwyn Drive, Sheffield Beach, KwaDukuza Municipality, KwaZulu-Natal.

Expanded_Motivation:

The property in question (50B Colwyn Drive) has been farmed for over 40 years. The cane that was present when the current owner purchased the land had been removed and buffalo grass planted as its replacement. Prior to the Development of the Birdhaven Residential development the property was an orchid that housed small trees for reselling. The existing landowner proposes the sub division to enable the low density development on the property. Approximately 18 opportunities are proposed with each opportunity comprising of an area of approximately 900-1500m2. In 2013, a previous enquiry was submitted to the KZN Dept. of Economic Development, Tourism and Environmental Affairs and response received indicating that an EA will not be required for the development. However, since then there has been a visual amendment to the map that had been initially approved by EDTEA, hence a second enquiry has been submitted. Furthermore comments were received from Mr Malcolm Moses of EDTEA in August of 2013 stipulating that no further Environmental Assessment is required. The initial map submitted is produced as a CGI image onto a Google Earth Overlay. The new map professionally conducted by the surveyor and planner. This layout has been approved by Council. Due to there being no change in the actual layout or the footprint of the initial map other than the visual depiction of the property it is thus anticipated that the new map will not trigger an EA as per the initial enquiry. No scope changes have taken place within the new updated map. A general authorisation for their water use licence was issued on 17th August 2017 with the reference number: 16/2/7/U403/A2. The proposed development in question ties in with the surrounding booming residential developments within this urban area. The client has ensured that the relevant competent authorities be consulted on the approval of the updated map prior to commencement of any development, hence the application to SAHRIS.
