Development Type:

ProposalDescription:

Proposed demolition of existing semi-detached dwellings for Premier's office staff parking and future development on 15 & 17 Henrietta Street, 297/299 Jabu Ndlovu, Pietermaritzburg, KwaZulu-Natal

Expanded_Motivation:

The existing dwellings consist of a double-storey facebrick Victorian assymmetrical gabled veranda house on the corner of Henrietta Street and Jabu Ndlovu Street, an attached single storey gabled veranda facebrick house and outbuildings to the rear. The verandas and gables face Jabu Ndlovu street (previously Loop Street) and has notable timber filligry and two cast iron veranda lattice posts to the single storey house only. The houses and properties have not been maintained and show signs of structural failure in the brickwork. The proposal is to demolish all structures on 297, 301 Jabu Ndluvo street (under seperate application) and 2 Terry Street and 15 Henrietta street (both approved 22 November 2012). 299 Jabu Ndlovu in the centre is a clear site. The entire block will serve as parking for the Premier's office which is to the rear of these properties. When the Premier occupied the former Reserve Bank Building it soon became apparent that he needed more office accommodation and staff parking. The Msunduzi municipality entered into an agreement with KZN Works to make council owned properties available for the Premier's requirements. The Msunduzi Municipality have rezoned the block as "parking garage". Previously an application was made to Amafa and a permit was issued dated 28 September 2004. Permit no. 10/3KZ225/02. The permit lapsed due to difficulty in removing tenants. 2 Terry Street info: The flats known as Fortuna Court has been earmarked by the Premiers Office for additional office space and staff parking. There is an agreement that council make the property available to give effect to the Premiers requirements. The Msunduzi Municipality acquired the property for a parking garage to address parking problems in the CBD and the property is zoned " Parking Garage" in the town planning scheme. 303 Jabu Ndlovu info: The existing dwelling is a plastered single storey house facing Jabu Ndluvo Street. The outbuildings consist of a double-storey and single-storey gabled facebrick building on the rear boundary that may have been stables originally, openings have been altered and the single-storey building's roof has been altered. The house and property have not been maintained and the house shows signs of fire damage. The proposal is to demolish all structures on 297/299, 303 Jabu Ndluvo street (under separate application) and 2 Terry Street and 15 Henrietta street (both approved 22 November 2012). 299 Jabu Ndlovu in the centre is a clear site. The entire block will serve as parking for the Premier's office which is to the rear of these properties. No records of these structures or earlier structures have been found.
