Changes to SAHRIS!

Following comments received on the proposed Revised Schedule of Fees for applications made to the South African Heritage Resources Agency (SAHRA), made in terms of Section 25(2)(l) of the National Heritage Resources Act No. 25 of 1999 (NHRA) and published in the Government Gazette of 22 July 2022, SAHRA hereby publishes the final Revised Schedule of Fees for Applications made to SAHRA. Applications for provision of services submitted to the South African Heritage Resources Authority (SAHRA), in terms of the National Heritage Resources Act, No. 25 of 1999 (NHRA) must be accompanied by a payment of the appropriate fee, taking effect from 1 January 2023

Re-routing of Eskom 22kV powerline

Ilima Coal Company (Pty) Ltd (referred to as Ilima) has a mining right and associated environmental authorisations in various farm portion near Carolina town. In order to allow safe continuation and optimisation of the mine at TZP2, a 22kV Eskom Powerline will need to be re-routed. The powerline will be re-routed in/to Portion 2 of the farm Paardeplaats 12 IT, near Carolina, Albert Luthuli Local Municipality, Gert Sibande District Municipality, Mpumalanga Province.

Expanded_Motivation: 

Ilima Coal Company has a Mining Right and associated environmental authorisation of the area concerned (Portion 2 of the farm Paardeplaats 12 IT). In 2017, Ilima appointed PGS Heritage (Pty) Ltd to undertake a HIA which formed part of the Environmental Impact Assessment (EIA) for the proposed extension of the mining operations at the existing Ilima colliery. The powerline in question falls within the specific area assessed as part of the HIA. However, it was noted that the re-routing of the power will occur within 500m radius from the wetland, which triggered the application of General Authorisation (GA) in terms of the National Water Act, 36 (Act No. 36 of 1998) (NWA). This application is logged in support of the GA process. During the HIA, a total of 23 heritage sites were located. These include 5 cemeteries (ILM001, ILM002, ILM008, ILM010, and which have fencing or berms enclosing them, 3 historic grave sites (ZV02, ILM006 and ILM011 unprotected), 4 informal cemeteries (ILM 012, ILM013, ILM017 and ILM018 unprotected), 2 possible graves (ILM009 and ILM016), 9 structures ILM003, ILM004, ILM007, ILM014, ILM015, ZV04-07 and one possible site of mining infrastructure ILM005. In terms of the HIA, the following statement was qualified by the specialist “it is my considered opinion that overall impact on heritage resources after the implementation of the recommended mitigation measures is acceptably low and that the project can be approved from a heritage perspective”. It is worth-mentioning that Ilima is aware of all identified areas of heritage importance and will comply to all recommended measures during the construction or re-routing of the powerline.
