ProposalDescription:

Proposed Construction of Core Shed for Storage and Analysis of Prospecting Cores, Heuningkranz Farm 364, Postmasburg District, Northern Cape Province

Expanded_Motivation:

17/10/2013: Sibelo Resources Development (Pty) Ltd (Sibelo) is currently undertaking prospecting activities in the areas surrounding Postmasburg in the Northern Cape. Sibelo intends to make use of the current infrastructure at the homestead on the Farm Heuningkranz 364 as a centre for its prospecting teams. This includes the use of the existing house (as offices) and sheds. Additional infrastructure is also required including the development of offices, parking areas and the core shed. The proposed site for the development of the core shed is adjacent to the existing homestead and is to be located within an area where widely-dispersed domestic middens were identified from a Phase I Heritage Assessment conducted by African Heritage Consultants. SAHRA is being notified under Section 38(1) of the National Heritage Resources Act of this construction as the proposed project would create a change to the character or state of the site over an area greater than 0.5 ha. Various alternatives were considered for the construction of the core shed. This specific location was chosen as: it will be on an already disturbed site; it is adjacent to an existing access road; there area is large enough to accommodate the proposed shed; and it is adjacent to an existing farmhouse and associated infrastructure to be used by Sibelo. The farm Heuningkranz is owned by the Sishen Iron Ore Company (Pty) Ltd (SIOC) who are a shareholder of Sibelo. The benefit is that existing infrastructure can be used for the planned facility; this will decrease the environmental impacts in comparison to building an entirely new facility in an undisturbed area.
