Changes to SAHRIS!

The South African Heritage Resources Information System (SAHRIS) has undergone a generational upgrade and restructure. These changes to the site include, but are not limited to:

The MUCH Unit at SAHRA is pleased to issue the abovementioned permit. This permit grants the holder permission to conduct pre-disturbance surveys on Dolphin Beach, and test excavations, and limited sampling subject to the terms and conditions set out below:

1. If the permit holder is not present on the site at all times, SAHRA must be provided with the names and qualifications of his authorised representative(s).

2. Excavation work must be limited to the identification of the wreck known as the “Nieuwe Haerlem.” Excavations may only be carried out within a ten (10) metre radius of each of the following locations:

This permit gives the holder the sole right to conduct archaeological test excavations at the above localities for the duration of the permit period.

3. All excavation must be limited to what is strictly necessary for the purposes of positively identifying the wreck as that of the “Nieuwe Haerlem.” This permit does not grant the holder authorisation to disturb any archaeological material, unless this disturbance is necessary for site identification.

4. Samples may only be removed from the locations listed in (2) and IF deemed essential for identification purposes.

5. All samples removed from a sampling location must be tagged and numbered upon removal, and the number and description of each sample must be entered into an accession register.  A copy of this accession register must be submitted to the heritage authority with the permit report. All samples recovered must be recorded, preserved, and identified in collaboration with the Iziko Museums.

6. All samples must be accessioned at Iziko Museums. No samples may be destroyed or disposed of without the written permission of SAHRA and Iziko Museums.

7. No samples may be exported or analysed using destructive means under the authority of this permit. Permission to export or to analyse samples using destructive means shall require a separate permit application. A subsequent permit application to export any samples for analysis must provide adequate motivation.

8. Should any heritage material uncovered at any sampling locality be identified as being associated with any heritage resource other than the wreck of the “Nieuwe Haerlem,” work at that locality must cease and the MUCH Unit at SAHRA must be informed immediately. Any such locality must be subsequently excluded from the list of permitted test excavation locations referred to in (2).

9. The operator of the mechanical excavator must be suitably qualified to carry out the work. A bladed bucket must be used at all times.

10. Adequate recording methods must be employed during all work under this permit. The positions of all datum points, excavations, and artefacts accidentally disturbed and removed from the test excavations must be marked on an accurate plan of the site, which must also include a title, date, north arrow, and scale. This information must be submitted to the MUCH Unit at SAHRA with the report(s) referred to in (13).

11. A detailed log book must be kept to record daily progress, the mapping and location of finds, features of the site, and sea and weather conditions. This information must be submitted to the MUCH Unit at SAHRA on request.

12. All photographs taken and video footage recorded during the work must be submitted to the MUCH Unit at SAHRA with the report(s) referred to in (13).

13. An interim progress report on the work must be submitted to SAHRA on or before 13 June 2019. A final report on the results of the test excavations and analyses must be submitted to SAHRA within two (2) months of the expiry of this permit. Should the work be completed before the expiry of this permit, the final report shall be due within two (2) months of the last day of work undertaken under the authority of this permit. Should the work be completed on or before 13 June 2019, the final report may be submitted in lieu of the interim progress report.

14. Reprints of all published papers, copies of theses, and/or reports resulting from this work must be lodged with SAHRA.

15. If a published report has not appeared within three years of the lapsing of this permit, the final report required in terms of this permit will be made available to researchers on request.

16. It is the responsibility of the permit holder to obtain permission from the landowner for each visit, and conditions of access and the use of vehicles on site imposed by the landowner must be observed.

17. It is the responsibility of the permit holder to apply for and obtain any additional permits that may be required for the activities listed in this permit application.

18. It is the responsibility of the permit holder to backfill any excavations, and to protect sites during and after excavation to the satisfaction of the heritage authority and the landowner. The permit holder must employ workplace safety methods as outlined in the Occupational Health and Safety Act (No. 85 of 1993), and all open excavations must be clearly demarcated using a highly visible safety barrier or temporary fence.

19. SAHRA shall not be liable for any losses, damages or injuries to properties or persons, regardless of whether they are under the employ of the permit holder, volunteering their assistance with the works, or members of the public, as a result of any activities in connection with this permit.

20. SAHRA reserves the right to cancel this permit by notice to the permit holder.

21. A person who wishes to appeal the decision to grant this permit may do so within fourteen (14) days of the issuing of this permit.
