Development Type:

ProposalDescription:

Heronbridge College NPC is intending to develop substantial sports fields and related facilities in a phased approach on a section of portion 112 (a portion of portion 17) of the farm Nietgedacht 535 JQ, Gauteng Province. The sports fields and facilities will be related to the existing Heronbridge College which is located on portion 36 and 38 of the farm Nietgedacht 535 JQ which is already owned by the Applicant (Heronbridge College NPC). In addition, the proposed development also involves the rehabilitation of the drainage area and provision of all necessary services to the development including water, sanitation, stormwater and roads.

Expanded_Motivation:

• The proposed property is situated within a developing area and will form part of the link between Randburg and Lanseria along the N12 corridor. • Even though the site is currently situated outside the UDB, it can be expected that this boundary will include the study site in the near future, due to the increasing development within the surrounding area (such as Cosmo City, Steyn City, and around Lanseria Airport. • The application site is earmarked for rural residential uses in terms of the RSDF, allowing subdivision down to a minimum of 1 hectare, a maximum of 2 dwelling units per hectare, etc. Educational facilities are, however regarded to be compatible with residential uses and can also be allowed. • The Heronbridge College has been in existence for many years. It is functioning effectively and requires expansion of the sport fields. • The dire need for education and education facilities is a daily topic in South Africa and is also a matter that receives the highest priority on all Government levels • An improvement in the educational level of persons is seen to be directly linked to vast advantages such as poverty relief, improved employment, the development of business opportunities, skills improvement and professionalism. • Education is, however, also tied to physical development. It is, therefore natural to expect that sports facilities are tied to educational facilities and are planned and developed in this manner. Sports training start in most cases at educational facilities and schools. • The Heronbridge College, as a very successful educational facility, also experiences the need for sport facilities and has developed sport fields opposite the site where the College is situated. • The physical buildings with regard to the College are all situated on Portion 36 of Nietgedacht 535 JQ whilst the sport facilities are all situated to the north hereof (And over the Provincial Road) on Portion 38 of the same farm. • The planning for Road P39/1 takes into consideration the improvement of the road to a 62m reserve and a higher design speed with the result that some improvements must be undertaken such as the straightening [Deviation] thereof to accommodate higher speeds. The new alignment of the road, unfortunately cuts through the existing sports fields which render some of the areas useless in the future. • It is, therefore, part of the planning ahead and strategy of the College to provide the alternative sport facilities as soon as possible. • Heronbridge is thus left with no other choice but to move the sport fields to the adjacent Portion 112 (A Portion of Portion 17) of Nietgedacht 535 JQ which has been acquired solely for this purpose.
