ProposalDescription:

The Department of Environmental Affairs (DEA) is assisting the Siyathemba Local Municipality to licence various waste facilities within its jurisdiction. The Niekerkshoop landfill is one of the landfill sites that will require an operational licence from the Northern Cape Department of Environment, Nature and Conservation. The DEA has thus appointed GA Environment (Pty) Ltd. as independent Environmental Consultants, to undertake the Basic Assessment (BA) process as part of the Waste Management Licence Application Processes. The Siyathemba District Municipality proposes to formally license the existing Niekerkshoop landfill site for the disposal of waste from the community. is not exactly known when the Niekerkshoop landfill commenced with the operation. It must be noted that the landfill has been operating illegally/without a waste licence. The Niekerkshoop landfill was designed and commissioned prior to the establishment of the Minimum Requirements for Waste Disposal by Landfill (DWAF, 1998 2nd Edition) and the promulgation of the National Environmental Management Waste Act (NEMWA hereafter), 2008 (Act No. 59 of 2008). Niekerkshoop is a small town located in the Northern Cape and is about 40km north of Prieska and about 80km south of Griekwastad. The Niekerkshoop landfill is located on Erf 1, Niekerkshoop and on the Western outskirts of the Niekerkshoop town. The landfill site at Niekerkshoop is located 7 km outside town. The landfill is located in a fenced off area surrounded by pockets natural vegetation. The R386 road from Prieska to Griekwastad provide access to Niekerkshoop town. The unpaved access road from the R386 road provided direct access to the landfill site. Access can be gained from this road. The landfill site falls within the jurisdiction of the Siyathemba Local Municipality. The site co-ordinates are 29°19'48.29"S; 22°49'41.92"E. It is anticipated that the initiative by the DEA to obtain licencing of the Niekerkshoop landfill will assist the Siyathemba Municipality in accelerating the formalisation management of this landfill.
