ProposalDescription:

The Department of Environmental Affairs (DEA) is assisting the Thembisile Hani Local Municipality to licence various waste facilities in the Mpumalanga Province.

Expanded_Motivation:

The Kwaggafontein landfill is one of the landfill sites that will require an operational licence from the Mpumalanga Department of Agriculture, Rural Development, Land and Environmental Affairs (DARLEA thereafter). The DEA has thus appointed GA Environment (Pty) Ltd. as independent Environmental Consultants, to undertake the Scoping and Environmental Impact Assessment (EIA) process as part of the Waste Management Licence Application Processes. The Thembisile Hani Local Municipality proposes to formally license the existing Kwaggafontein landfill site for the disposal of waste from the community. The Kwaggafontein landfill is located on Farm Kwaggafontein 216 JR. It is situated to the east of Kwaggafontein Township which falls within the boundaries of Thembisile Hani Local Municipality, Mpumalanga Province . It is situated to the east of Kwaggafontein Township along the R573 road (Moloto road) that also provides direct access to the site. The site co-ordinates are 25°19’26.43"S; 28°55'20.84. The Kwaggafontein landfill is approximately 8.4 hectares and the landfill is currently used to actively dispose waste coming from Kwaggafontein and surrounding area. It is the intention of this project to operate the site in accordance with the National Norms and Standards for Disposal of Waste to the Landfill promulgated in August, 2013. The Licensing of the landfill will ensure that the Thembisile Hani Local Municipality adheres to the requirements of the NEM: WA and that the existing landfill site that the disposal of waste is undertaken in accordance with the environmental requirements. The licensing of the landfill will ensure that the final condition of the site is environmentally acceptable and that there will be no adverse long term effects on the surrounding areas. The activities covered in this Scoping Report are limited to the operation of the Kwaggafontein landfill and will not include the other proposed waste disposal options that may be required by the Municipality.
