The MUCH Unit at SAHRA is pleased to approve the abovementioned permit application. The following terms and conditions apply:
1. If the permit holder is not present on the site at all times, the heritage authority must be provided with the names and qualifications of his authorised representative(s).
2. This permit gives the holder the sole right to work on the site of the Port Nolloth revetment for the duration of the permit period.
3. Work must be limited to the destruction of the existing revetment and construction of a new revetment. All activities undertaken must be for the sole purpose of infrastructure upgrades to the revetment only.
4. All efforts must be made to avoid destruction/disturbance of cultural heritage material.
5. The applicant must be in communication with a suitably qualified archaeologist, who will be responsible for assessing potential impacts to cultural heritage material, should it be found.
6. Should cultural heritage material be discovered during any of the activities undertaken under the authority of this permit, the archaeologist must be notified immediately and work must cease and may not commence until feedback has been received from the archaeologist.
7. If the archaeologist believes that negative impacts on cultural heritage material will be ‘low’, they must make recommendations to the applicant regarding the way forward. Such recommendations must seek to minimise or eliminate the envisioned impacts. Mitigation must, at a minimum, adhere to the archaeologist’s recommendations (made in the Archaeological Impact Report dated February 2017) that the old railway lines used to stabilise the existing revetment be left in situ, and efforts must be taken to minimise negative impacts during the placement of the new revetment.
8. If the archaeologist determines that negative impacts on cultural heritage material will be ‘medium’ or higher, SAHRA must be notified immediately and work must cease and may not commence until feedback has been received from SAHRA.
9. Unless the archaeologist has determined that there is a likelihood of medium or higher negative impacts on cultural heritage material, they need not be present on site at all times.
10. It is the responsibility of the permit holder to obtain permission from the landowner for each visit, and conditions of access imposed by the landowner must be observed.
11. It is the responsibility of the permit holder to fill in excavations, and to protect the site during and after excavation to the satisfaction of the heritage authority and the landowner.
12. The heritage authority shall not be liable for any losses, damages or injuries to persons or properties as a result of any activities in connection with this permit.
13. The heritage authority reserves the right to cancel this permit by notice to the permit holder.
