Case Type:

ProposalDescription:

Internal alterations to existing modern winery which is not older than 60 years.

Expanded_Motivation:

There is no addition to the existing footprint. Due to the fact that the Klein Constantia estate is situated within an area which is regarded as a grade 1 cultural landscape (NHA sect. 27) this application is sent to SAHRA for their comment. In addition proposed internal alterations there is a planning application for consent use for a tourist facility; wine tasting, wine sales and a deli. There will be no change to the character of the site. Klein Constantia, Portion 6 of Cape Farm 1121, Western Cape. The Winery was designed by Gawie Fagan in 1984. The proposed internal alterations are to upgrade the building to be make it more visitor friendly, this is done through the upgrade of current wine tasting area and the addition of a small-scale deli, retail area and back of house facilities. Visitors will be more connected to the wine making experience by more of the process cellar being visible from the tasting area. The proposed deli and retail are situated in an area previously used for carton storage. A light timber deck is to be introduced between existing trees, to allow visitors to sit outside. Great care has been taken to ensure the current entrance and landscaping is not disturbed. Currently there is no wheel chair access to the wine tasting area but the proposed alterations will provide this access. Currently the existing bathrooms are no longer suitable but these will also be upgraded in the new proposal. The process cellar is also to be upgraded to make it more suitable for modern wine making methods. Klein Constantia is internationally acclaimed for it's Vin De Constance wine, the proposed alterations within the process cellar will further enhance the way this wine is made and portrayed, it will also be more visible for visitors to see. The current admin offices are no longer suitable and they will be upgraded and additional offices introduced into an area previously used for storage. All of these proposals were presented to the Fagans by Malherbe Rust Architects in 2014, and was met with their appreciation and approval. The existing building and it's detailing is used as a president for all new work as this modern layering in the Cultural Landscape is seen as significant. In terms of the Heritage Act Sect. 34 the building has no protection as it is not only than 60 years. In addition proposed internal alterations there is a planning application for consent use for a tourist facility; wine tasting, wine sales and a deli. There will be no change to the character of the site.
