Changes to SAHRIS!

Following comments received on the proposed Revised Schedule of Fees for applications made to the South African Heritage Resources Agency (SAHRA), made in terms of Section 25(2)(l) of the National Heritage Resources Act No. 25 of 1999 (NHRA) and published in the Government Gazette of 22 July 2022, SAHRA hereby publishes the final Revised Schedule of Fees for Applications made to SAHRA. Applications for provision of services submitted to the South African Heritage Resources Authority (SAHRA), in terms of the National Heritage Resources Act, No. 25 of 1999 (NHRA) must be accompanied by a payment of the appropriate fee, taking effect from 1 January 2023

Licencing (Operation) for Windsorton Landfill)

The Department of Environmental Affairs (DEA) is assisting the Dikgatlong Local Municipality to licence various waste facilities within its jurisdiction. Dikgatlong Municipality has about four landfill sites (Koopmansfontein, Barkley West, Delportshoop and Windsorton landfill) within its jurisdiction that are currently operating without any Waste Management Licences. The Windsorton landfill is one of the landfill sites that will require an operational licence from the Northern Cape Department of Environment, Nature and Conservation (DENC). The DEA has thus appointed GA Environment (Pty) Ltd. as independent Environmental Consultants, to undertake the Scoping and Environmental Impact Assessment (EIA) process as part of the Waste Management Licence Application Processes. The Dikgatlong District Municipality proposes to formally license the existing Windsorton landfill site for the disposal of waste from the community. It must be noted that the Windsorton landfill has been operating illegally without a waste licence. It is not exactly known when the Windsorton landfill commenced with the operation. The Windsorton landfill is currently operational and receiving general waste, mainly domestic waste. The Dikgatlong Local Municipality is applying for a Waste Management Licence in order to legally operate the facility, and to ensure that the site adheres to the NEM:WA, 2008 requirements, and other key legislation. The Waste Management Licence will be issued by the Northern Cape Department of Environment, Nature and Conservation and the Waste licence Application will be undertaken by the Environmental Assessment Practitioner (GA Environment) for decision making purposes. Windsorton is a town in the Northern Cape located about 55km north of Kimberley, 35 km northeast of Barkly West and 40 km south-west of Warrenton. The Windsorton Landfill is located on ERF 1, Windsorton, about 100m to the immediate south of R374 road which provides a direct link to the site. The Windsorton Oxidation ponds (identified for upgrading in the 2014/2015 IDP) borders the site from the immediate west. The Kutlwano township (Ward 4) is located to the west of the site. The site co-ordinates are 28°20'2.90"S; 24°42'8.44"E. The licensing of the landfill will ensure that the final condition of the site is environmentally acceptable and that there will be no adverse long term effects on the surrounding areas. The scope of this Scoping and EIA report is limited to the operation of the Windsorton landfill and will not include the other proposed waste disposal options that may be required by the Municipality.
