ProposalDescription:

New Sprinkler pump station on erf 1065, Sea View at 1236 South Coast Road, Durban, KZN

Expanded_Motivation:

The fire protection system of the existing Plascon facilities in south coast road, Mobeni (industrial area) are being upgrade. It has been found that the existing water pressure in the current fire sprinkler system is not sufficient and a sprinkler pump station with sprinkler water storage tanks needs to be installed in order to provide adequate fire protection. Currently the site is unprotected and the said system needs to be upgraded urgently. The proposal in to build a new pump station with two sprinkler holding tanks on already hardened yard (see up loaded drawing no 2465-01 rev A). I have found approved plans of the main factory and some of the other building dating 1947 (see up loaded previously approved plans). This indicates that some of the buildings on site are older than 60 years. Therefore any building work taking place on this site needs to be authorised by AMAFA. The building was commissioned by The united Tobacco Co & South ltd (now known as British American tobacco South Africa). Paton & Taylor architects (still doing business today) design the original building. The property was later bought by Herbert Evens and co whom later merged with Plascon Paints to form Plascon Evans paints (now known as Kansai Plascon). I believe it is safe to assume that the site has very little historical value. The main factory is a multi-story face brick and concrete building (see up loaded photographs). The new sprinkler pump station will be built with face brick to closely match the existing factory. Every effort was made to match the architecture of the existing factory building. Note that the new sprinkler pump station is a new building and will not result in any of the existing buildings being altered/changed or demolished.
