ProposalDescription:

BASIC ASSESSMENT PROCESS FOR THE PROPOSED DECOMMISSIONING (CLOSURE) OF THE SHAKAVILLE LANDFILL, KWADUKUZA LOCAL MUNICIPALITY, KWAZULU NATAL PROVINCE. The Department of Environmental Affairs (DEA) is assisting the KwaDukuza Local Municipality to apply for a Decommissioning Licence for the disused Shakaville landfill. DEA has therefore appointed GA Environment (Pty) Ltd as independent Environmental Consultants, to undertake the Basic Assessment and Waste Management Licence Application for the landfill. As the Shakaville landfill is located within the KwaZulu Natal Province, the Waste Management Licence will be issued by the KwaZulu Natal Department of Economic Development, Tourism and Environmental Affairs (EDTEA).

Expanded_Motivation:

As a result of numerous complaints about the state of poorly operated municipal landfills and the associated impacts on the biophysical and social environment, the Department of Environmental Affairs has embarked on an initiative to assist various Municipalities in South Africa with the licensing of illegal waste disposal sites. The Shakaville landfill is one of the landfill sites that has been identified for decommissioning. The initiative by DEA will assist the KwaDukuza Local Municipality with obtaining a Waste Management Licence which will also serve as a basis to seek funding opportunities and assistance from financial institutions such as DBSA and state departments such as Treasury and National Ministries to ensure effective closure of the landfill as per the waste legislation.
